Վնաս բիզնեսին, փոխարժեքների արհեստական տատանումներ. ինչո՞ւ են մասնագետները տարակուսած ԿԲ նախագահի գործունեությունից. «Փաստ»

«Փաստ» օրաթերթը գրում է

2018 թվականի իշխանափոխությունից հետո որոշ ժամանակ մասնագիտական շրջանակները Հայաստանի Կենտրոնական բանկը, ընդհանուր տնտեսական կառավարման բլոկի համեմատ, համարում էին առավել ադեկվատ: Սակայն վերջին շրջանում նույն տնտեսագետներն ու փորձագետները, շատ մեղմ ասած, տարակուսած են այն քայլերից, որ իրականացնում են ԿԲ նախագահ Մարտին Գալստյանն ու ԿԲ-ն ընդհանրապես: Առաջին խնդիրը, որ նշում են տնտեսագետները, վերաֆինանսավորման տոկոսադրույքի պարբերաբար բարձրացումն է: ԿԲ-ում բացատրում են, որ դրանով գնաճն են զսպում:

«Երբ հակադարձում ենք, թե պահանջարկով պայմանավորված գնաճը վերաֆինանսավորման տոկոսադրույքի բարձրացմամբ հնարավոր չէ զսպել, հասկանում են, որ անհեթեթ վիճակում են հայտնվում, հիմա էլ ասում են, թե կանխարգելում ենք, այսինքն՝ ապագա գնաճն ենք զսպում»,«Փաստի» հետ զրույցում ասաց Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանը՝ հավելելով, որ այսպիսով գնաճը չի կանխվում, սակայն լրջորեն վնաս է տալիս բիզնեսին, քանի որ վարկերը թանկանում են այն աստիճան, որ բիզնեսը չի կարողանում սպասարկել վարկերը, արդյունքում շատերը սննկանում են, ինչն էլ իր հերթին մեծ վնաս է տալիս երկրի տնտեսությանը:

Վերջին շրջանում հաճախակի են դարձել խոսակցությունները տարադրամի փոխարժեքների տարօրինակ տատանումների հետ կապված: Մեզ հետ զրույցներում ոչ մեկ անգամ տնտեսագետները նշել են, որ այս տատանումներն առավելապես արհեստական են, այսինքն՝ արհեստականորեն, օրինակ՝ դոլարն արժեզրկվում է, մեծ քանակությամբ դոլար են հավաքում, ապա որոշակի պարբերականությամբ արժեզրկում են դրամը, ինչպես, ի դեպ, եղավ նաև մոտ 1012 օր առաջ, և հավաքած դոլարը անհամեմատ թանկ գնով վերավաճառում են: Արդյունքում որոշակի շրջանակներ հսկայական գումարներ են աշխատում:

«Պատահական չէ, որ հասարակության, հատկապես փորձագիտական շրջանակներում հարցեր են առաջանում՝ արդյո՞ք այստեղ խառը չէ ոլորտի պատասխանատուների, մասնավորապես ԿԲ նախագահի մատը։ Հակառակ պարագայում ինչո՞վ բացատրել Մարտին Գալստյանի կողմից այս շարունակական կործանարար քաղաքականությունը»,- մեզ հետ զրույցում նշեց մեկ այլ տնտեսագետ:
