Նախագահը, ով չկարողացավ կամ չուզեց 1994-ին պատերազմում պարտված Ադրբեջանին պարտադրել կապիտուլյացիա, այսօր չի կարող իր ժողովրդին կապիտուլյացիայի կոչ անել:
Ալիևի՝ Հայաստանի տարածքների նկատմամբ հավակնոտ հայտարարությունների ֆոնին, Տեր-Պետրոսյանի հայտարարությունները վտանգավոր են և նպաստում են հասարակության բարոյալքմանը, վիրավորում են քաղաքացիների արժանապատվությունը, որոնք, ՀՀ Սահմանադրությամբ, բարձրագույն արժեք են:
Առանձին ուսումնասիրման և գնահատականի կարիք ունի այն, թե ինչո՞ւ 1994 թվականին, լինելով երկրի ղեկավար և գերագույն գլխավոր հրամանատար, պ-ն Տեր-Պետրոսյանը նույնպիսի «հեռատեսություն» և «ջանասիրություն» չցուցաբերեց հայ ժողովրդի և տարածաշրջանում խաղաղության հաստատման համար, ինչն անում է այսօր: Ինչո՞ւ այն ժամանակ, հաղթած հայկական կողմի պայմաններով, պարտված Ադրբեջանին չստիպեց կնքել խաղաղության պայմանագիր:
Սեփական ժողովրդին պարտվողական գաղափարներ պարտադրելով, հայտարարելով. «Այո, դա Հայաստանի կապիտուլյացիան է» և համեմատելով դա Ճապոնիայի ստորացումների հետ, Տեր-Պետրոսյանն իր խոսքերը համեմում է կասկածելի փաստարկներով, օրինակ՝ «աշխարհում չկան հարևան պետություններ, որոնց միջև խաղաղության պայմանագիր կնքված չէ»: Կասկածելի, որովհետև Եկրորդ համաշխարհային պատերազմի արդյունքներով և մինչև օրս ԽՍՀՄ-ի (հիմա Ռուսաստան) և Տեր-Պետրոսյանի հիշատակած Ճապոնիայի միջև խաղաղության պայմանագիր չի ստորագրվել (այն ժամանակ Ճապոնիան նույնպիսի միլիտարիստական պետություն էր, ինչպիսին հիմա Ադրբեջանն է):
Տեր-Պետրոսյանը, ով որպես նախագահ, չկարողացավ կամ չուզեց 1994-ին Առաջին ղարաբաղյան պատերազմում պարտված Ադրբեջանին պարտադրել կապիտուլյացիա ստորագրել, ինչն իրապես երկարատև խաղաղություն կբերեր տարածաշրջանին, այսօր չի կարող խոսել և հայերին կապիտուլյացիայի կոչ անել:
