Հայրենի վիճակագրական կոմիտեն ու կառավարությունը շարունակում են «պասերով» դրական միտումներ արձանագրել տնտեսության մեջ: Հերթականն օրեր առաջ էր. ըստ վիճակագրական կոմիտեի հրապարակած տվյալների՝ 2022 թվականի ընթացիկ տարվա 7 ամիսներին աճի տեմպը կազմում է 13.1 %, աճ է արձանագրվել գրեթե բոլոր ոլորտներում:

Տնտեսագետ Վարդան Բոստանջյանը պաշտոնյաների դրական սպասումներ ձևավորելու պրակտիկան անլուրջ է համարում՝ նկատելով. «Մի ժամանակ (լավ է՝ ազատվեցինք դրանից) ամիսը մեկ 100 նվաճումի մասին էր խոսում, ու ես այն ժամանակ ասել եմ, որ ամեն փռշտոցը որակվում էր՝ որպես աննախադեպ հաջողություն»:

Անդրադառնալով տնտեսական աճի ցուցանիշներին՝ Վարդան Բոստանջյանը շեշտեց, որ դրանք ամենևին կառավարության ձեռքբերումները չեն, այլ կոնկրետ իրավիճակային արդյունքներ:

«Այդ աճը պայմանավորված է բազմաթիվ օբյեկտիվ և սուբյեկտիվ գործոններով: Մասնավորապես, ՀՀ-ում շինարարության մեծ թափը, ըստ խոսակցությունների, պայմանավորված է նաև օտար տեղերից, այդ թվում՝ կողքի հարևաններից գումարների ներհոսքով, մեկ այլ գործոն է ՌԴ-ի նկատմամբ պատժամիջոցներով պայմանավորված` ռուսական մեծ ֆինանսական ռեսուրսների ուղղակիորեն տեղափոխումը:

Այս բոլորը ստեղծում են աճ: Սա վատ չէ մեզ համար, բայց այն նաև հղի է հետևանքներով: Այսինքն՝ եթե դա մեր աշխատանքով չի պայմանավորված, այլ արտաքին գործոններով, միայն որոշակի պահերի կարող է ներկայանալ՝ որպես աճ, իսկ իրականում՝ այդ հանգամանքների հանկարծակի վերացման դեպքում, մենք նորից կհայտնվենք կոտրված տաշտակի առջև»,- պարզաբանեց տնտեսագետը:

Նա նաև հավելեց՝ դոլարի արժեզրկումը ևս կապված է դրա հետ, քանի որ փողը հատուկ ապրանք է, և այդ ապրանքից շատ է մտել ՀՀ, ինչը հանգեցնում է մի կողմից՝ արտարժույթի արժեզրկման, մյուս կողմից՝ շրջանառության մեծացման:

Դիտարկմանը, թե հարևան երկրներից ներհոսքից զատ՝ արձանագրվել է նաև դեպի Թուրքիա արտահանման ծավալների զգալի աճ, տնտեսագետն արձագանքեց. «Ներհոսքը, կարծում եմ, շատ ավելի մեծ է, քան արտահոսքը: Արտահոսքը բացառապես տեղի ունի թաքնված՝ ստվերային օլիգարխների կողմից, որոնք նպատակ են հետապնդում հարևան երկրներում՝ հատկապես Թուրքիայում, գործունեություն ծավալելու, և ստացել են անհրաժեշտ երաշխիքներ»:

Քանի որ հերթական վիճակագրությունն արձանագրել էր հերթական գնաճը (սպառողական գները հունվար-հուլիսին նախորդ տարվա նույն ժամանակահատվածի համեմատ աճել են 8.3 %-ով), Վարդան Բոստանջյանից հետաքրքրվեցինք, թե ինչ կարծիքի է գնաճի զսպման ուղղությամբ տարվող պետության իրականացվող քաղաքականության մասին:

«Այս կառավարման պարագայում կարգավորում չի լինելու, որովհետև գնաճը մեծապես պայմանավորված է քո երկրում քո աշխատանքի արդյունավետությամբ: Եթե դու գյուղատնտեսության, արդյունաբերության ու նյութական բարիքների ստեղծման մնացյալ ոլորտներում չունես արդյունավետություն, ուրեմն իմացիր՝ քեզ մոտ շարունակաբար գնաճ է լինելու»,- ի պատասխան՝ նշեց նա:
