Ինչպես են աշխատում ԱԺ պատգամավորները. «Փաստ»

«Փաստ» օրաթերթը գրում է.

«Փաստի» այսօրվա համարում կանդրադառնանք ԱԺ պատգամավորներ Լևոն Դոխոլյանին, Մարգարիտ Եսայանին, Արտակ Զաքարյանին և Նաիրա Զոհրաբյանին:
«Օրինաց երկիր» կուսակցության անդամ Լևոն Դոխոլյանը ԱԺ նիստերի ընթացքում կողմ է քվեարկել 324 և դեմ՝ 63 անգամ, ձեռնպահ է մնացել 173 և բացակայել 42 անգամ: Վերջինս ԱԺ նիստերի ընթացքում հարց է տվել 38 անգամ, իսկ 20 անգամ էլ ելույթ ունեցել: Լևոն Դոխոլյանը վերջերս քվեարկության դրված ապօրինի հարստացումը քրեականացնող օրինագծին ընդհանրապես չի քվեարկել, իսկ «1000 դրամների» օրինագծին էլ՝ կողմ է քվեարկել: Ընդամենը մեկ օրենսդրական նախաձեռնության համահեղինակ է՝ հանրային հարցերի վերաբերյալ: Ինչ վերաբերում է իր դրամական միջոցներին, ապա նշենք, որ ապօրինի հարստացումը քրեականացնող օրինագծին դեմ քվեարկած պատգամավորը դեռևս 2012 թ. ոչ մի դրամական միջոց չուներ, իսկ 2015 թ. դրությամբ՝ 20 միլիոն դրամ է հայտարարագրել:
«Բարգավաճ Հայաստան» կուսակցության անդամ Նաիրա Զոհրաբյանը կողմ է քվեարկել 465, իսկ դեմ՝ 70 անգամ: Որևէ օրենսդրական նախաձեռնության օգտին կողմ կամ դեմ քվեարկելուց ձեռնպահ է մնացել 166 անգամ, իսկ նիստերից բացակայել 136 անգամ: Կին պատգամավորը անցած չորս տարիների ընթացքում բավական շատ անգամ հարց է տվել և ելույթ ունեցել՝ 82 հարց է հնչեցրել և 77 անգամ էլ ելույթ ունեցել: Նաիրա Զոհրաբյանը թվով 10 օրենսդրական նախաձեռնությունների համահեղինակ է՝ պետաիրավական, սոցիալական, կրթական, մշակութային և այլ ոլորտների: Ըստ իր 2015 թ. հայտարարագրի՝ դրամական միջոցներ չունի:
Հանրապետական կուսակցության անդամներ Մարգարիտ Եսայանն ու Արտակ Զաքարյանը ըստ www.parliamentmonitoring.am կայքի՝ բավական շատ են կողմ քվեարկել՝ Եսայանը 793, Զաքարյանը՝ 848 անգամ: Երկուսն էլ շատ քիչ են դեմ քվեարկել՝ 6–8 անգամ: Մարգարիտ Եսայանը ոչ մի անգամ ձեռնպահ չի մնացել, իսկ Արտակ Զաքարյանը՝ միայն մեկ անգամ: Ինչ վերաբերում է այս երկու պատգամավորների ակտիվությանը ԱԺ–ում, ապա նշենք, որ վերջիններս թվարկված մյուս երկու պատգամավորների նման նույնպես բավական շատ հարցեր և ելույթներ են ունեցել անցած չորս տարիների ընթացքում: Այսպես, Մարգարիտ Եսայանը հարցուպատասխանի է մասնակցել 32, իսկ ելույթ ունեցել՝ 21 անգամ: Իր կուսակիցը մի փոքր պակաս ակտիվ է այս առումով՝ Զաքարյանը հարց է հնչեցրել 26 և ելույթ ունեցել 17 անգամ:
Մարգարիտ Եսայանը վերջերս թեժ քննարկման առարկա հանդիսացող մի շարք օրենսդրական նախաձեռնությունների կողմ է քվեարկել, այդ թվում՝ ապօրինի հարստացման քրեականացման, ԱԺ կանոնակարգի, կուսակցությունների մասին և այլն: Չորս նախաձեռնության համահեղինակ է՝ հարկային և հանրային հարցերի վերաբերյալ: Վերջինս թե՛ պատգամավորական մանդատը ստանձնելիս, և թե՛ նախորդ տարի դրամական միջոցներ չի հայտարարագրել:
Քվեարկությունների ավելի քան 90%–ին կողմ քվեարկած Արտակ Զաքարյանը նույնպես ունի նախաձեռնություններ՝ նա հինգ օրենսդրական նախաձեռնության համահեղինակ է: Ինչ վերաբերում է պատգամավորի դրամական միջոցներին, ապա նշենք, որ նա այնքան էլ հարուստ չէ՝ եթե 2012 թ. նա ուներ 1 միլիոն 500 հազար դրամ, ապա 2015 թ.՝ 2 միլիոն 550 հազար դրամ:
