Աշխարհում թիվ 1 ստվերային տնտեսություն ունեցող երկիրն Ադրբեջանն է. բա մե՞նք. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Ադրբեջանն առաջինն է ստվերային տնտեսություն ունեցող երկրների ցանկում: Ստվերային տնտեսության բաժինը կազմում է այդ երկրի ՀՆԱ–ի 67%–ը: Այդ ցուցանիշը գրեթե երեք անգամ մեծ է աշխարհում եղած միջին ցուցանիշից: Սրանք Association of Chartered Certified Accountants (ACCA) միջազգային ընկերության հետազոտության տվյալներն են: Հետազոտության նպատակը եղել է գնահատել աշխարհում և կոնկրետ երկրներում ստվերային տնտեսությունն ու կանխատեսել դրա զարգացումները:

28 երկրում կատարված այդ հետազոտության համաձայն՝ ամենամեծ ստվերային տնտեսությունն ունեն Ադրբեջանը՝ 67%, Նիգերիան՝ 48%, Ուկրաինան 46%, Ռուսաստանը՝ 39% և Շրի Լանկան՝ 38%:

Հետազոտության համաձայն՝ ամենացածր ցուցանիշը գրանցվել է ԱՄՆ–ում՝ 7,8%, Ճապոնիայում՝ 10% և Չինաստանում՝ 10,2%:

Որպես կանոն, ստվերային տնտեսությունը մեծ է այն երկրներում, որտեղ մեծ է հարկային բեռը, մեծ են պետության կողմից բիզնեսի նկատմամբ ճնշումները, բարձր է աղքատության ցուցանիշը, իսկ գործարքներն ու գործառնությունները կատարվում են առանց պաշտոնական գրանցման և հարկային պարտավորությունների կատարման: Ըստ զեկույցի, Ադրբեջանում և ստվերային տնտեսության բարձր ցուցանիշ ունեցող մյուս երկրներում ոչ ֆորմալ բիզնեսի աճին նպաստում են կոռուպցիայի բարձր մակարդակը, ժողովրդավարական ինստիտուտների չկայացած լինելը և տնտեսական անկումը:

Ադրբեջանցի անկախ փորձագետներից շատերը համաձայնել են ACCA–ի գնահատականի հետ: Նրանց կարծիքով, ստվերային տնտեսությունը նախևառաջ մատնացույց է անում գործող տնտեսական համակարգի անկատարելությունը, ինչը պետք է անհապաղ բարեփոխվի: Սակայն այդ երկրում կոռուպցիայի դեմ պայքարին խոչընդոտող ամենալուրջ խնդիրը պետբյուջեի թափանցիկության բացակայությունն է: Ըստ փորձագետների՝ նույնիսկ խորհրդարանի պատգամավորները չեն կարող մանրամասնորեն տեղեկանալ պետական ներդրումների մասին: Խորհրդարանը ռեալ մասնակցություն չունի ազգային հարստությունների օգտագործումը վերահսկելու գործին: Ստացվում է, որ իշխանությունն իրենց ձեռքը կենտրոնացրած Ալիևների կլանը ինքնակամ տիրապետում է երկրի ողջ հարստությանը՝ նույնիսկ չբարեհաճելով այդ մասին տեղեկացնել խորհրդարանին, ի պաշտոնե ժողովրդի ներկայացուցչին:

Օրինակ, ըստ տնտեսագետ Սամիր Ալիևի, Ադրբեջանի իշխանությունները ստվերային տնտեսությունը համարում են չարյաց փոքրագույնը: Ավելին, բազմաթիվ պետական չինովնիկներ ու ուժային կառույցների ներկայացուցիչներ դրա միջոցով ստվերային լուրջ եկամուտներ են ստանում: Այդ ամենը ներկառուցված է գործող տնտեսական համակարգի մեջ ու փաստացի կազմում է դրա մասը:

«Ոմանք պնդում են, որ երկրում տիրող ֆինանսական բարդ վիճակում չի կարելի ճնշում գործադրել ստվերային տնտեսության նկատմամբ, քանի որ այն կերակրում է, օրինակ, նրանց, ովքեր մնացել են առանց աշխատանքի ու աշխատանք են գտել ոչ օրինական սեկտորում: Բայց չի կարելի աչք փակել այն հանգամանքի վրա, որ միլիարդավոր մանաթներ «հոսում» են բյուջեի կողքով՝ թույլ չտալով պետությանը բարձրացնել կենսաթոշակները, աշխատավարձերը, սոցնպաստները»,– նշում է փորձագետը՝ նկատելով, որ ստվերը հարկային դաշտ բերելու համար անհրաժեշտ է քաղաքական մեծ կամք, ինչը գոնե այս պահին իշխանությունների մոտ բացակայում է:
