Տանիքի հարկ. փորձագետներն առաջարկում են հարկել այն քաղաքացիներին, ովքեր տանիքին չունեն արևային մարտկոցներ

Aussiedlerbote.de-ն գրում է, որ առայժմ Գերմանիան արևային էներգիան օգտագործելու պարտավորություն չունի։ Այնուամենայնիվ, ՍԴՊԳ, Կանաչներ և ՖԴՊ կուսակցություններն իրենց կոալիցիոն համաձայնագրում հայտարարել են նմանատիպ գաղափարի մասին։

Այսպիսով, նրանք առաջարկում են, որ ապագայում բոլոր հարմարեցված տանիքները պետք է օգտագործվեն ֆոտովոլտային համակարգերի տեղադրման համար։ Նոր առևտրային շենքերի սեփականատերերից կպահանջվի տեղադրել դրանք: Նոր մասնավոր բնակելի շենքերի սեփականատերերի համար դա խորհուրդ կլինի:

Սակայն նշենք, որ նման օրենքն արդեն գործում է Բադեն-Վյուրտեմբերգում։ 2022 թվականի հունվարի 1-ից բոլոր նոր ոչ բնակելի շենքերում պետք է տեղադրվեն արևային մարտկոցներ։ 2022 թվականի մայիսից այդ կանոնը տարածվում է նաև նոր բնակելի շենքերի վրա։ Իսկ հաջորդ տարվա հունվարից, եթե կվերանորոգվեն գոյություն ունեցող տները, սեփականատերերը պարտավոր են տեղադրել արևային մարտկոցներ: Բացի այդ, նման կանոններն ուժի մեջ կմտնեն նաև Բեռլինում և Համբուրգում արդեն հաջորդ տարվանից։

Մյուս դաշնային նահանգները նույնպես աստիճանաբար ներդնում են նմանատիպ կանոնները: Օրինակ՝ Ստորին Սաքսոնիան, Հյուսիսային Ռեյն-Վեստֆալիան և Շլեզվիգ-Հոլշտայնը ևս նախատեսում են ֆոտոգալվանային համակարգերի տեղադրում։ Սակայն առայժմ դա վերաբերում է միայն ոչ բնակելի շենքերին կամ ավտոկայանատեղիներին։

Բացի այդ, այժմ արևային էներգիայի փորձագետները բարձրացնում են նմանատիպ այլ հարցեր և նորամուծություններ առաջարկում։ Ստեֆան Աբրեխտը արևային էներգիայի փորձագետ է և Քելթերնում արևային փորձառության մենեջեր:

Նա առաջարկել է բոլորին պարտավորեցնել տան տանիքին արևային մարտկոցներ տեղադրել, իսկ դա չկատարողներից գանձել վճար: Այսինքն մտցնել այսպես կոչված տանիքի հարկ, եթե, իհարկե, տան տանիքը հարմարեցված է դրա համար։ Նրա խոսքով, պետության համար նման վճարը հեշտությամբ կվերահսկվի։

Այսպիսով, բացարձակապես բոլոր սեփականատերերը սկզբում ստիպված կլինեն հարկ վճարել: Ավելին, նրանց խնդիրն է ապացուցել, որ կա՛մ օգտագործում են արևային էներգիա, կա՛մ իրենց տանիքը հարմար չէ դրա համար: Սակայն դեռ պարզ չէ, թե արդյո՞ք այս առաջարկը կարող է օրինական ճանապարհով կյանքի կոչվել։

Ի թիվս այլ բաների, Եվրահանձնաժողովը՝ Ուրսուլա ֆոն դեր Լեյենի գլխավորությամբ,  նույնպես աշխատում է ֆոտոգալվանային կայանքները պարտադիր դարձնելու ուղղությամբ։ Եվրոպայում առևտրային շենքերի համար այս կանոնը պետք է ուժի մեջ մտնի միայն 2027 թվականից, իսկ մասնավոր շենքերի համար 2029 թվականից։
