Բացահայտվել է 1մլրդ դրամը գերազանցող դրամաշրջանառությամբ թմրամիջոցների ապօրինի շրջանառությամբ և փողերի լվացմամբ զբաղվող հանցավոր խումբ

ՀՀ քննչական կոմիտեի ՀԿԳ  քննության գլխավոր վարչությունում քննվող քրեական գործի շրջանակներում, դատախազության հետևողական համակարգման ներքո ձեռնարկված լայնածավալ դատավարական գործողությունների և օպերատիվ-հետախուզական միջոցառումների արդյունքում ձեռք բերված մեծ ծավալի ապացույցների և ստացված տեղեկատվության վերլուծության արդյունքում հնարավոր է եղել բացահայտել համացանցային հաղորդակցման հավելվածների, առավելապես՝ «Տելեգրամ» ալիքների միջոցով թմրամիջոցների ապօրինի շրջանառությամբ և առանձնապես խոշոր չափերով փողերի լվացմամբ զբաղվող հանցավոր խումբ: Այս մասին տեղեկացնում է ՀՀ դատախազության հանրային կապերի բաժինը:

Կատարված նախաքննությամբ պարզվել է, որ  մեկ այլ հանցանքի կատարման համար հետախուզվող և արտերկրում մշտական բնակություն հաստատած ՀՀ քաղաքացի Դ. Ք.-ն թմրամիջոցների ապօրինի շրջանառությամբ զբաղվելու նպատակով «Տելեգրամ» սոցիալական ցանցում ստեղծել և 2019-2022թթ. ընթաքցքում կառավարել է ավելի քան 20.000 հետևորդ ունեցող և թմրամիջոցների վաճառքով զբաղվող 50-ից ավել խանութներից բաղկացած «Կանաչու շուկա» և  «Դավիթ Վան Հոկտեմբերյան» ալիքները: Վերջինս վերը նշված նպատակով ստեղծել է կայուն հանցավոր խումբ՝ դրանում ներգրավվելով ավելի քան 10 անձանց, ում միջև կատարել է հստակ դերաբաշխում: Մասնավորապես. թմրամիջոցի ապօրինի աճեցման, պատրաստ­ման, պահելու և փոխադրելու համար խմբի կազմում ընդգրկել է Հ. Լ.-ին, Ա. Մ.-ին, Ա. Օ.-ին և գործով չպարզված այլ անձանց: «Տելեգրամյան» նշված  ալիքներում իր հետ համատեղ և իր թույլտվությամբ, ինչպես սեփական թմրամիջոցը, այնպես էլ այլ անձնացից ձեռք բերված թմրւամիջոցներն ապօրինի իրացնելու նպատակով հանցավոր խմբում նա ընդգրկել է Դ. Մ.-ին: Վերջինս նույն ալիքում, թմրամիջոց վաճառելու նպատակով, օգագործել է իր՝ «BOB Marley» անվամբ էջը, իսկ թմրամիջոցների վաճառքի արդյունքում ստացված գումարները էլեկտրոնային գումարների վերածելու և դրանք կանխիկ գումարներով վերջնարդյունքում տնօրինելու, փողերի լվացման և այդ կերպ համացանցով թմրամիջոցների վաճառքի արդյուքնում ստացված դրամական միջոցներն օրինական շրջանառության դաշտ բերելու նպատակով խմբի կազմում ընդգրկել է կրիպտոարժույնթերի փոխանակմամբ զբաղվող Գ.Գ.-ին: Վերջինս իր հերթին ապահովել է կազմակերպված խմբի հանցավոր եկամուտների դրամային շրջանա­ռու­թյան օրինականացումը, որի ընթացքում նրան պատկանող էլեկտրոնային դրամապանակների շրջանառու­թյունը գերազանցել է 1 միլիարդ ՀՀ դրամը: 

Առանձնապես խոշոր չափերով թմրամիջոցների ապօրինի շրջանառության և հանցավոր ճանապարհով ստացված առանձնապես խոշոր չափերով գույքն օրինականացնելու համար 6 անձանց մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 266-րդ հոդվածի և 190-րդ հոդվածի  տարբեր մասերով, որոնցից 5-ի նկատմամբ որպես խափանման միջոց է կիրառվել կալանավորումը:

Քրեական գործի նախաքննությունը շարունակվում է: Դատախազության համակարգմամբ ՀՀ քննչական կոմիտեի և ՀՀ ոստիկանության արդյունավետ համագործակցությամբ ձեռնարկվում են քրեադատավարական և օպերատիվ-հետախուզական անհրաժեշտ միջոցառումներ, այդ թվում նաև ՀՀ դատախազության կողմից համագործակցության վարույթի հնարավորությունների օգտագործմամբ, հանցավոր սխեմաներում ներգրավված բոլոր անձանց, օգտագործված վճարային գործիքները, հանցավոր գործունեությունից ստացված և օրինականացված գույքի ամբողջական չափերը պարզելու նպատակով։
