Ադրբեջանում ինքնասպան է եղել 44-օրյա պատերազմի ավելի քան 30 մասնակից

Ադրբեջանում ղարաբաղյան 44-օրյա պատերազմի վետերանների մի մասը դժգոհում է, որ չի կարող հաշմանդամության նպաստ ստանալ եւ, առհասարակ, բախվում է իր իրավունքների ոտնահարման հետ։ Իշխանությունները պնդում են, որ խնդիրը օրենսդրության անկատարության եւ հենց վետերանների անհիմն պահանջների մեջ է։ Իսկ առայժմ վեճեր են ընթանում, թե ով է մեղավոր նպաստների հետ կապված խնդիրների համար, թեման ավելի ողբերգական է դառնում։ Ադրբեջանական մամուլը հայտնում է, որ ղարաբաղյան երկրորդ պատերազմի ավարտից անցած մեկուկես տարում դրա մասնակիցներից ավելի քան 30-ը ինքնասպանություն են գործել։ Վերջին նման ինքնասպանությունը տեղի է ունեցել 2022 թվականի հունիսի 16-ին։ Սակայն առայժմ միայն քչերն են հակված դա դիտարկել որպես Ադրբեջանում վտանգավոր միտում, գրում է DW-ն։

2022 թվականի սկզբից Բաքվում տեղի են ունեցել ղարաբաղյան երկրորդ պատերազմի մասնակիցների մի քանի խմբակային եւ անհատական բողոքի ցույցեր։ Նրանք հիմնականում դժգոհում են, որ չեն կարողանում հաշմանդամության համար դիմել եւ սոցիալական նպաստ ստանալ։ Հունիսի 2-ին տեղի ունեցած ակցիան մեծ հնչեղություն է ստացել։ Ցուցարարները «գրոհել են» աշխատանքի եւ սոցիալական պաշտպանության նախարարության շենքը, կոտրել են դռներն ու ներխուժել դահլիճ՝ պահանջելով, որ իրենց ընդունի նախարար Սահիլ Բաբաեւը։ Նախարարը նրանց մոտ այդպես էլ դուրս չի եկել, բայց առաջին անգամ սկսել է լրջորեն խոսել խնդրի մասին։ Հասարակության մի մասի կարծիքով՝ պետությունը պատերազմի մասնակիցներին թողել է բախտի քմահաճույքին, հենց որ նրանց կարիքն այլեւս չի եղել։

Վետերանները կարծում են, որ իրենց նկատմամբ խտրականություն է դրսեւորվում։ Նրանք ստեղծել են «Երիտասարդ վետերաններ» հասարակական միավորումը եւ պահանջում են ստեղծել «պատերազմի մարդկանց» հանձնաժողով, որում կընդգրկվեն հասարակության մեջ հեղինակություն վայելող անձինք։

Ադրբեջանում ղարաբաղյան երկրորդ պատերազմի բոլոր վետերանները, որոնք արդեն ունեն վետերանի կարգավիճակ, ամսական 80 մանաթ (մոտ 50 դոլար) «լռելյայն» նպաստ են ստանում: Վետերանների համար հաշմանդամության նպաստը կազմում է 300-400 մանաթ (մոտ 177-236 դոլար)՝ կախված խմբից:

Հաշմանդամություն ձեւակերպելու համար վետերանը պետք է հիվանդանոցից տեղեկանք ներկայացնի, որ վիրավորվել է ճակատում: Ոմանց համար խնդիրները սկսվում են արդեն այս փուլում՝ եթե վիրավորվել, սակայն այս կամ այն պատճառով նրանք չեն գնացել հիվանդանոց եւ ընդհանրապես չեն արձանագրել այդ վնասվածքները, այժմ իրենց ձեռքին ապացույցներ չունեն։ Մյուսները դժգոհ են, որ իրենց մերժել են հաշմանդամության գրանցումը կամ առաջին խմբի փոխարեն նշանակել երկրորդը: Ընդ որում, պաշտոնյաների փաստարկները երբեմն զուտ բյուրոկրատական բնույթ են կրում՝ օրինակ, ոտքի ոսկորը նորմայից վեց սանտիմետրով է կարճ, այլ ոչ թե յոթ:
