Անշարժ գույքի գների շարունակական աճով հետաքրքրված է բանկային համակարգը

Վերջին տարվա ընթացքում շինարարության ոլորտի բումը պայմանավորված է անշարժ գույքի ոլորտում բնակարանների նկատմամբ պահանջարկի կտրուկ աճով։ Կադաստրի կոմիտեի  հրապարակած տվյալների համաձայն՝ 2022 թվականի առաջին եռամսյակի ընթացքում անշարժ գույքի նկատմամբ իրավունքների գրանցման գործարքների թիվը 42939 է, որը նախորդ տարվա նույն ժամանակահատվածի համեմատ ավել է 6 տոկոսով։

Արդեն օրինաչափ է դարձել, որ ամենաշատը՝ 32,9 տոկոս գործարքների աճ է գրանցվելԵրևանում(հիմնականում՝ Դավիթաշեն, Կենտրոն և Մալաթիա-Սեբաստիա համայնքներում), ինչը ևս մեկ անգամ փաստում է շինարարության ծրագրերի գերկենտրոնացման մասին։ Ըստ էության՝ անշարժ գույքի գործարքների ընդհանուր թվի աճը պայմանավորված է առքուվաճառքի և նվիրատվության գործարքների թվաքանակների զգալի աճով, մասնավորապես՝ 2022 թվականի առաջին եռամյսակում 2021 թվականի նույն ժամանակահատվածի համեմատ անշարժ գույքի առքուվաճառքի գործարքների թիվն ավելացել է 9,5 տոկոսով, իսկ նվիրատվություններինը՝ 19,3 տոկոսով։ Միայն բազմաբնակարան բնակելի շենքերի բնակարանների առքուվաճառքի գործարքների թիվը կազմել է 4009-ը, որ նախորդ տարվա նկատմամբ ավելի է 28,2 տոկոսով, իսկ անհատական բնակելի տներինը՝ 10,3 տոկոսով։ Բնակարանների առքուվաճառքին էապես նպաստել է հիպոթեկային վարկավորման ծավալների աճը։

2022 թվականի առաջին եռամսյակում Երևանում բազմաբնակարան բնակելի շենքերի բնակարանների 1 քմ հաշվով շուկայական միջին գները 2021 թվականի չորրորդ եռամսյակի համեմատ աճել է 2,9 տոկոսով, իսկ 2021 թվականի առաջին եռամսյակի համեմատ՝ 12,4 տոկոսով։ Միջինում ամենաշատը բարձրացրել են Դավիթաշենի և Կենտրոնի բնակարանների գները։ Իսկ մարզերում բնակարանների գները ամենաշատը բարձրացել են Վանաձորում(30,1 տոկոս), Սպիտակում(30,1 տոկոս), Գյումրիում(23,8տոկոս), Գավառում(23,3տոկոս)։

Ուշագրավ է, որ  այս նույն ժամանակահատվածում անշարժ գույքի վարձակալության գործարքների թիվը նվազել է 12,7 տոկոսով, այն դեպքում, երբ պաշտոնական և ոչ պաշտոնական  տվյալներով փետրվար-մարտ ամիսներին շուրջ 80 հազար ռուսաստանցի տուրիստներ են եկել Հայաստան, ինչի հետևանքով կտրուկ բարձրացել են բնակարանների վարձավճարները։ Փաստորեն, ստացվում է, որ այդ գործարքների մեծ մասը ստվերային է։

Անշուշտ, անշարժ գույքի շուկայի բումին հետևում է շինարարության ոլորտը, որը 2022 թվականի առաջին եռամսյակում 2021-ի նույն ժամանակահատվածի համեմատ արձանագրել է 6,2 տոկոս աճ, ինչը գլխավորապես ապահովել են մասնավոր կազմակերպությունները։ Մասնավորապես՝ մասնավոր կազմակերպությունների կողմից իրականացվող շինարարության ծավալներն ավելացել են 32,7 տոկոսով, այն դեպքում, երբ պետական բյուջեի միջոցների հաշվին կատարվող շինարարական  ծրագրերը նվազել են 15,2 տոկոսով։ Միաժամանակ, խիստ մտահոգիչ է օտարերկրյա ներդրողների կողմից իրականացվող շինարարական ծրագրերի շեշտակի՝ 74,2 տոկոսով նվազումը։ Այսինքն՝Հայաստանի բանկային համակարգն է, որ հիմնականում ֆինանսավորում է և՛ մասնավոր շինարարական ընկերություններին, և անհատներին։Ակնհայտ է, որ անշարժ գույքի գների շարունակական աճով հետաքրքրված է բանկային համակարգը, որի համար սա իր գումարները ներդնելու շահավետ և քիչ ռիսկային ոլորտ է, քանի որ եթե մարդն ի վիճակ չլինի վճարել իր հիպոթեկային վարկը, ապա բանկը կկարողանա բնակարանը բարձր գնով հանել վաճառքի։

Հարկ է նշել նաև, որ պաշտոնական վիճակագրության համաձայն՝ 2022 թվականի առաջին եռամսյակի ընթացքում Հայաստանի համախառն ներքին արդյունքն ավելացել է 8,61 տոկոսով․ շինարարության ոլորտը ՀՆԱ-ի հավելաճին նպաստել է 0,37 տոկոսով։
