Shamshyan.com-ը հայտնել էր, որ իր տեղեկությունների համաձայն, Հայաստանից «նեղացած» և օվկիանոսից այն կողմ հայտնված Երևանի Ճանապարհային ոստիկանության նախկին պետ Արսեն Արշակյանը անգործ չի մնացել Միացյալ Նահանգներում։ Մի քանի ամիս վերապատրաստում է անցել Լոս Անջելեսում գտնվող հիվանդանոցներից մեկում՝ որպես վարորդ։ Երեկվանից նա արդեն ռեալ ընդունվել է աշխատանքի՝ «Professional Medical Transportation» ընկերութունում։ Նշված ընկերությունը զբաղվում է տներից դեպի հիվանդանոցներ հիվանդների տեղափոխությամբ, հիմնականում՝ սայլակավորների, դիալեզի գնացողների։

Արշակյանը Հայաստանում մի շարք կարևոր պաշտոններ է զբաղեցրել: Հայտնի չէ, թե նա ինչու հեռացվեց պետական համակարգից: Առավել հետաքրքրական է, որ Արշակյանը, լինելով պաշտոնյա, ենթադրվում է, որ Հայաստանում պիտի մնալու ավելի շատ պատճառներ ունենար: Սակայն, նա և նրա նման բազմաթիվ մարդիկ, պետական ապարատը լքելու հետո բռնում են Հայաստանից հեռանալու ճանապարհը: Ինչու՞ է այդպես ստացվում:

Կամ, նախկին պաշտոնյաններն, առանց լծակների ու դրանք չարաշահելու հնարավորության, չեն պատկերացնում իրենց գոյությունը Հայաստանում: Չեն կարող անցնել, օրինակ, բիզնես ոլորտ կամ էլ այլ գործունեություն սկսել: Պաշտոնի հանդեպ նման մոտեցումը գերակա է Հայաստանում, հաճախ այն համարվում է ի վերուստ տրված մի բան ու դրա կորուստը դիտարկվում է որպես ճակատագրի ու բախտի դառը կատակ: Ինչի արդյունքում էլ նախկին պաշտոնյաները նեղանում ու հեռանում են Հայաստանից:

Երկրորդ պատճառն էլ այն է, որ նախկին պաշտոնյաները, տարբեր տրամաչափի ՝ մեծ, թե փոքր, իրենց կուտակած կապիտալի համար վախենում են: Հայաստանում այդպես էլ կապիտալի լեգիտիմության խնդիրը լուծված չէ: Եվ շատերը այդ խնդիրը լուծում են սեփական կապիտալի անվտանգությունը պաշտոնով կամ մանդատով ապահովագրելով: Երբ մանդատն ու պաշտոնը չեն լինում, առաջանում է կուտակածը կորցնելու վախ, ինչի արդյունքում էլ Գլենդելում այսօր հայազգի բիզնեսմեն-նախկին պաշտոնյաների ներդրումների թիվը երկրաչափական պրոգրեսիայով սկսում է աճել:
