Պատերազմի հետևանքով Արցախում 215 բնակավայր անցել է Ադրբեջանի օկուպացիայի տակ. Արցախի ՄԻՊ

2020 թվականի սեպտեմբերի 27-ին Ադրբեջանի կողմից Արցախի Հանրապետության դեմ սանձազերծված պատերազմական գործողությունների հետևանքով Արցախի Հանրապետության 118 համայնք ամբողջությամբ, իսկ 2 համայնք՝ մասնակի, կամ ընդհանուր 215 բնակավայր անցել են Ադրբեջանի օկուպացիայի տակ: Այդ բնակավայրերից բռնի տեղահանվել է մոտ 40 000 անձ, ինչը պայմանավորել է այդ անձանց` Արցախի Հանրապետության Սահմանադրությամբ, օրենսդրությամբ և միջազգային իրավական ակտերով սահմանված իրավունքների՝ սեփականության, աշխատանքային, կրթության, սոցիալական ապահովության, բնակության վայրի ազատ ընտրության և ազգային ու միջազգային իրավական պաշտպանության ներքո գտնվող այլ իրավունքների զանգվածային և աննախադեպ խախտումների, որոնց հետևանքները բռնի տեղահանված անձինք կրել են նաև 2021 թվականի ողջ ընթացքում: 

Արցախի Հանրապետության Մարդու իրավունքների պաշտպան Գեղամ Ստեփանյանը տվյալները հրապարակել է  ԱՀ Ազգային ժողովում՝ 2021թ. գործունեության, ինչպես նաև մարդու իրավունքների և ազատությունների պաշտպանության վիճակի մասին տարեկան հաղորդումը ներկայացնելիս։

Տարվա ընթացքում ՄԻՊ աշխատակազմի կողմից մշտադիտարկման այց են կատարել տեղահանված անձանց կենտրոնացված բնակության հաստատություններ, հավաքագրել խնդիրներն ու դրանք ներկայացրել պետական լիազոր մարմիններին։

Չնայած պետության կողմից ներդրված մեծածավալ ջանքերի, բռնի տեղահանված անձինք շարունակում են բախվել բնակարանների սղության, չհիմնավորված բարձր բնակվարձերի, սոցիալական աջակցության այս կամ այն ծրագրերից անհիմն դուրս մնալու, կորսված փաստաթղթերի վերականգնման ուղղությամբ բյուրոկրատական քաշքշուքների և մի շարք այլ հարցերի։
