Նիկոլ Փաշինյանի ներդրումային պատկերացումներն առաջին դասարանի երեխայի պատկերացումներից շատ ավելի վատն են ու անորակ․ Նաիրի Սարգսյան

Մայիսի 11-ին ՀՀ վարչապետ Նիկոլ Փաշինյանը Նիդեռլանդների Թագավորություն կատարած այցի ժամանակ հանդիպել է տեղի գործարար համայնքի հետ։ Ներկայացնելով ՀՀ տնտեսական ներդրումային հնարավորությունները՝ ասել է․ «Տնտեսական աճ և բեկում ունենալու համար մենք ժողովրդավարական մեծ բարեփոխումների օրակարգ ունենք»։

Հետեւելով ու վերլուծելով Նիկոլ Փաշինյանի պաշտոնավարման տարիների գործունեությանը, Irakanum.am-ը  «Աուդիտորների Պալատի» նախագահ, տնտեսագետ Նաիրի Սարգսյանից ճշտեց արդյո՞ք կարելի է վստահել վարչապետի խոսքին՝ հաշվի առնելով տնտեսական հեղափոխության թեզի չիրականացման փաստը։

«Ոչ, քանի որ Նիկոլ Փաշինյանի խոսքերը մեկը մյուսի հետ փոխկապակցված չեն։ Եթե մարդ գնում է ներդրումային առաջարկ կատարելու, բայց խոսում է ժողովրդավարությունից, ապա նա պիտի իմանա, որ ժողովրդավարությունը ներդրումներ իրականացնելու համար շահագրգիռ պայման չի հանդիսանում։ Դրանք իրար հետ չկապված, անիմաստ, տգետ արտահայտություններ են։ Եվ հետո, Նիկոլ Փաշինյանի՝ ներդրումային պատկերացումներն առաջին դասարանի երեխայի պատկերացումներից շատ ավելի վատն են ու անորակ։ Նրա գործողություններին նայելով, հասկանում ենք, որ Նիկոլ Փաշինյանը սուտասան է, քանի որ չորս տարի խոսում է տնտեսական հեղափոխության մասին՝ օգտագործելով տնտեսագիտության համար անհայտ արտահայտություններ, վերջում պարզ դարձավ, որ տնտեսական հեղափոխություն ասված ասելով նա նկատի ուներ ՀԴՄ-ների տրամադրում»,-ասաց Նաիրի Սարգսյանը՝ ընդգծելով, որ եթե ավելի լուրջ վերաբերվենք ներդրումների գործընթացին, ապա ներդրումների ցանկություն պետք է ունենա տվյալ երկիրը կամ ցանկացած նման առաջարկ իրականացնող երկիր։ «Ներդրման առաջարկներ իրականացնացնելուց ներկայացնում են հստակ բիզնես պլաններ, իսկ դա պետք է մշակի էկոնոմիկայի նախարարը, ով ներկա իրավիճակում պետք է 24 ժամ չքնի ու առաջարկը դնի պոտենցիալ բիզնես ներդրողների սեղանին։ Դրանից հետո պետք է լինի երկկողմանի քննարկում, թե ինչ է պետք ներդրողից ու ինչ կարող է տալ պետությունը։ Պետություն օրինակ՝ կարող է տարածքի տրամադրում, էներգակիրների աջակցություն իրականացնել, կարող է հարկերից ազատում, սուբսիդավորում իրականացնել կամ վարկեր առաջարկել։ Իրականում գործիքները շատ են, որոնք գտնվում են բացառապես պետական կառավարման մարմինների ձեռքում»։

Ճշտող հարցին, թե մերկապարանոց ու անլուջ հայտարարությունները կարո՞ղ են պայմանավորված լինել նրանով, որ ՀՀ վարչապետը պարզապես չունի գրագետ խորհրդատուներ, տնտեսագետ Ն․ Սարգսյանը պատասխանեց․ «Ակնհայտ է, որ Նիկոլ Փաշինյանը գրագետ կադրեր չունի, որպես օրինակ դիտարկենք Էկոնոմիկայի նախարարին, սակայն հարցը պետք է ուսումնասիրել երկու տեսանկյունից արդյոք նա ցանկություն ունի ունենալ գրագետ խորհրդատու, քանի որ որքանով ես եմ նրա վարքագծից հասկացել, նա չի սիրում խելացի մարդկանց, քանի որ ակնհայտ նվաստացած է զգում խելացի մարդկանց շրջապատում, սա նաեւ հոգեբանական բարդույթ է, եւ երկրորդ հարցը՝ արդյոք խելացի մարդը կցանկանա աշխատել Նիկոլ Փաշինյանի հետ՝ կասկածում եմ»։
