Դոլարի կուրսի անկումը պայմանավորված է դոլարային փոխանցումների որոշակի սահմանափակումներով․ Նաիրի Սարգսյան

ArmDaily.am-ի զրուցակիցն է «Աուդիտորների Պալատի» նախագահ, տնտեսագետ Նաիրի Սարգսյանը։

-Դոլարի փոխարժեքը բավականին իջել է, ե՞րբ կկայունանա, ինչո՞վ է պայմանավորված փոխարժեքի անկայուն կուրսը։

-Այս պահի դրությամբ դոլարային փոխանցումները որոշակի սահմանափակումներով են տեղի ունենում, հիմնական պատճառը կայանում է դրանում, դոլարի կուրսն այսքան իջնելու իրավունք չուներ, եթե միջամտություն տեղի չունենար, օրինակ՝ հայկական տնտեսվարողը դեպի Չինաստան փոխանցումներն այսուհետ արդեն պարտադրված է իրականացնել յուանով։ Տնտեսվարողները գնում, բանկում պատվիրում են դոլարով փոխանցում, սակայն այն տեղի չի ունենում, հետեւաբար դոլարի պահանջարկը շեշտակի նվազում է, ու դրա ֆոնին բնական է, որ պետք է իջներ կուրս։ Թե որքան ժամանակ կտեւի այս ամենը, չեմ կարող ասել, քանի որ կախված է նրանից, թե ինչ տեղի կունենա՝ աշխարհաքաղաքական առումով, եւ հետագայում արդեն միջազգային առեւտրում կիրառվող արժույթից։

-Անդրադառնանք էկոնոմիկայի նախարարի հայտարարություններին։ Մի շարք հանրահայտ երգիչնրի այցից առաջ պրն Քերոբյանը հայտարարել էր, որ այս տարի և այսուհետ պլանավորում են հարստացնել մշակութային կյանքը և իրենք իրենց ու զբոսաշրջիկներին առաջարկել ոչ միայն հացիվ, այլև բանիվ։ Արդյո՞ք աստղերի հաճախակի համերգային տուրերը կարո՞ղ են ազդել երկրի տնտեսության դրական փոփոխությունների կամ աճի վրա։

-Եկեք անունը չդնենք էկոնոմիկայի նախարարի խոսքի մեկնաբանում, քանի որ նրա ասածը մեկնաբանելը շատ բարդ է, սկզբի համար պետք է հասկանալ ու նոր մեկնաբանել, իսկ այդ մարդու ասածներն անհասկանալի են, չգիտեմ ինչ է խոսում, ինչ մշակույթի մասին է խոսում, ուղղակի կասեմ՝ նախ մշակույթի նախարարությունը պետք է վերականգնվի, քանի որ այդ նախարարությունն այնքան գործ ունի անելու, որքան էկոնոմիկայի նախարարությունը։ Մեզ մոտ կարծես նոր մշակույթ է ձեւավորվում՝ առողջապահության նախարարը վերջին մի քանի տարիներին պարբերաբար զբաղվում է հարկային քաղաքականությամբ ե՛ւ նախորդ, ե՛ւ այս նախարարն է այդկերպ վարվում, էկոնոմիկայի նախարարն էլ զբաղվում է մշակույթով, մի խոսքով՝ ամեն ինչ խառնած է իրար։ Հայտարարված այդ ցնդաբանությունը էկոնոմիկայի վրա որեւէ կերպով ազդել չի կարող։ Ես կարծում եմ, որ հայկական մշակույթի զարգացման մեծ պոտենցիալ ունենք ու այլ տեղերում պետք է փնտրենք աշխատանք, որպեսզի մշակութային տուրի տեսակը զարգանա, այ դա արդեն էկոնոմիկայի վրա ազդեցություն կունենա։
