«Էմբարգոյի» պետական ու բարոյական սահմանները. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Եթե Հայստանի շուկան փոքր է, դա չի նշանակում, որ հայաստանյան այս կամ այն ընկերությունն այս կամ այն ապրանքը ներկրելու համար պետք է անդամակցի մի խմբի, որի անդամ է նաև Ադրբեջանը, հետո էլ սպառողի վրա մուննաթ գա, թե հայկական շուկան փոքր է և այս կամ այն ապրանքանիշի արտադրանքը Հայաստան ներկրելու համար ստիպված է համագործակցում մի քանի մուսուլմանական երկրներին ապրանք մատակարարող այս կամ այն ֆիրմայի պաշտոնական ներկայացուցչության հետ:

Նման դեպքում հարց է ծագում, թե օրինակ ինչու հայկական ներկրող ընկերությունը չի ցանկանում օգտվել նույն ընկերության ռուսական շուկայում գրանցված ներկայացուցչության տրամադրած ծառայությունից, առավել ևս, որ Հայաստանը ԵԱՏՄ անդամ է, իսկ ապրանքն այնտեղից Հայաստան կներկրի առանց ավելացված արժեքի հարկի: Սա հարց է, որին առաջիկայում դեռ կանդրադառնանք:

Խոշոր ներկրողների տեսանկյունից գուցե նաև մանր հարց է, թե ինչու է ամեն անգամ մամուլն անդրադառնում միայն ադրբեջաներենով կամ ադրբեջաներենով ու ասենք՝ կիրգիզերենով մակնշված այս կամ այն ապրանքին, այն էլ այն դեպքում, երբ պաշտոնապես ոչ Ադրբեջան պետությունից, ոչ էլ այլ երկրից ներկրվող ապրանքների հանդեպ էնբարգո չկա: Ի դեպ, ոչ էլ օրենքն է արգելում ադրբեջաներենով մակնշված ապրանքը Հայաստան ներկրել, սակայն սովորական սպառողի համար բավականին զգայուն հարց է և անընդունելի է, որ թշնամի երկրից որևէ ապրանք ներկրվի Հայաստան կամ նրանց «մատը» մեր գործերին խառնվի:

Հարցը զգայուն է մի քանի տեսանկյունից: Առաջինը, որ եթե Հայաստանում ադրբեջանական ապրանք ներկրելու արգելք չկա, դա դեռ չի նշանակում, որ ազգային կամ համազգային էմբարգո էլ պետք է չլինի: Որևէ կերպ հասկանալի չէ նաև, թե ինչպես կարող է հակառակորդ երկրի պատվերով արտադրված ապրանքի մի մասը ներկրվի սեփական երկիր ու հանդիպելով հասարակության դիմադրությանը դեռ մի բան էլ զարմանքի պատճառ դառնա, թե ինչ է եղել որ:

Զարմանալու և ադրբեջանական ընկերությունների հետ ընկերանալու փոխարեն լավ կլիներ, որ մեր գործարարները մի քիչ էլ տեղեկանային, թե տարբեր դիվանագիտական ու այլ հարթակներում արդեն 25 տարի է մեր երկիրն ինչ կռիվ է տալիս այդ նույն երկրի հետ: Գուցե խոշոր գործարարները սա լիրիկա համարեն, բայց հիշեցնենք, որ առևտրային շահից բացի կա նաև մարդկային և ազգային շահ ասվածը, որն ավելի կարևոր է, քան գրպանի շահն ու այս կամ այն աշխարհահռչակ ընկերության արտադրանքը հայաստանյան շուկայում ներկայացված լինելը:

Եվ բնական է, որ ադրբեջանական ցանկացած հետք կամ միջամտություն պարունակող ապրանք չի կարող սիրահոժար ընդունվել հայ սպառողի կողմից: Այն էլ այն դեպքում, երբ այդ նույն թշնամու կրակոցից սահմանին ամեն օր կարող է մարդ զոհվել:

Սա ճիշտ է, առաջին հայացքից կարող է թվալ, թե նյութականի հետ որևէ կապ չունի, բայց մեր կարծիքով բավականին կապ ունի և նաև խիստ բարոյական հարց է: Եվ լավ կլիներ, որ այդ մասին հիշեին բոլորը՝ ապրանք ներկրողներն էլ, սպառողներն էլ:
