Թվայնացումը՝ ժամանակ և ռեսուրս խնայելու լավագույն տարբերակ

2018 թվականից Հայաստանում լայն թափով ընթանում է պետական ծառայությունների թվայնացման գործընթացը, որը կառավարության առաջնահերթությունների շարքում է։ Թվայնացման գործընթացն այնպիսի կարևորություն է ներկայացնում, որ թվայնացման խորհրդի նախագահը ներկայումս ՀՀ փոխվարչապետն է։ Նախորդ 3 տարիներին թվայնացման գործընթացը համակարգվում էր նախկին փոխվարչապետ Տիգրան Ավինյանի գրասենյակի կողմից՝ անգամ դառնալով հասարակական քննարկման ներկայացված «Հանրային կառավարման բարեփոխումների» չորս հիմնարար բաղադրիչներից մեկը։

Գործընթացի հաջողության արդյունքում հնարավոր կլինի բազմաթիվ ծառայությունների մատուցումը առցանց եղանակով՝ խնայելով ինչպես ժամանակ, այնպես էլ աշխատանքային ռեսուրս։ Թվայնացման ռազմավարությունը միտված է նպաստելու պետական ծառայությունների մատուցման որակի բարձրացմանը և պետական կառավարման համակարգի արդյունավետությանն ու թափանցիկությանը։

Թվայնացման արդյունքում բազմաթիվ ծառայություններ դառնալու են էլեկտրոնային։ Ներկայումս արդեն իսկ աշխատող այդպիսի գործիքներից է պետական վճարումների էլեկտրոնային համակարգը՝ E-payments-ը։ Վերջինս հնարավորություն է տալիս պետական և տեղական տուրքերի, ինչպես նաև ՏԻՄ-երի կողմից մատուցվող ծառայությունների համար գանձվող վճարն ու տուգանքները վճարել բանկային քարտի կամ տերմինալի միջոցով։ Քաղաքացին այլևս պարտադրված չէ նման վճարումներ կատարել կոնկրետ հաստատություն այցելելով։

Էլեկտրոնային մեկ այլ գործիք է հեռավար ուսուցման տեսանյութերի և կենտրոնացված հեռավար ուսուցման հարթակը՝ E-school-ը։ Դրա նպատակն է աջակցել դպրոցներին ավելի հեշտ իրականացնելու դասավանդման գործընթացը, իսկ աշակերտները հնարավորություն ունեն անմիջապես ձեռքի տակ ունենալ անհամեմատ ավելի հասանելի կրթական ու գիտական ռեսուրսներ, ինչպես օրինակ՝ դասագրքեր, տեսանյութեր, օժանդակ այլ նյութեր։

Վերջին շրջանում քաղաքացիները գոհունակություն էին հայտնում հիփոթեքային վարկի վճարված տոկոսների չափով եկամտային հարկի գումարների վերադարձման՝ էլեկտրոնային հարթակի ներդրման վերաբերյալ։ Ստեղծված հարթակի միջոցով օգտատերերը ներկայացնում են եկամտային հարկի գումարի վերադարձման դիմումը, նաև կարող են տեսնել փոխանցված կուտակային վճարները և ստանալ անհատական հաշվի քաղվածքը: Հարթակն աշխատում է շատ օպտիմալ և նախկինում օրերի փոխարեն գործընթացը այլևս իրականացնելի է ժամերի ընթացքում։ 

ՀՀ քաղաքացիները E-consular էլեկտրոնային հյուպատոսական համակարգի միջոցով հնարավորություն ունեն առցանց եղանակով ստանալ մի շարք ծառայություններ։ Կայքում այս պահին հասանելի են ՀՀ-ում դատվածության և հետախուզման առկայության մասին տեղեկանքի տրամադրման ծառայությունները։ 

Խախտված իրավունքների դեպքում աշխատողները կարող են այսուհետ դիմել EmployeeProtect էլեկտրոնային հարթակին։ ՀՀ առողջապահական և աշխատանքի տեսչական մարմնի կողմից գործարկվող առցանց հարթակը զբաղվում է աշխատողների իրավունքների պաշտպանության հարցերով։ Անանուն կերպով հայտ ներկայացնելուց հետո դիմողը արագ արձագանք է ստանում՝ խուսափելով բյուրոկրատական քաշքշուկներից։
