Սիլուանովը բացահայտել է գործողությունների սցենարը, եթե Ռուսաստանին անջատեն SWIFT-ից

finance.rambler.ru–ն գրում է, որ Ռուսաստանի Ֆինանսների նախարար Անտոն Սիլուանովն ասել է, որ եթե Ռուսաստանը անջատվի SWIFT-ից, երկիրը կանցնի ֆինանսական տեղեկատվության փոխանցման այլ եղանակների, մասնավորապես Ռուսաստանի Բանկի մշակած համակարգին։ Նրա խոսքերը մեջբերել է «Прайм» գործակալությունը։ «Եթե այդ սահմանափակումը ներդրվի, մենք կանցնենք տեղեկատվության փոխանցման այլ հնարավորությունների՝ լինի դա SPFS–ը, հեռատիպերը, կամ վերջապես վճարումները ճամպրուկներով տանելը, բայց դա, իհարկե, չափազանցացում է», - ասել է Սիլուանովը։ Կենտրոնական բանկի ֆինանսական հաղորդագրությունների համակարգը (SPFS) ստեղծվել է ի պատասխան SWIFT-ից ռուսական բանկերի հնարավոր անջատման ռիսկերի։ Այն գործում է 2014 թվականից։ 2021 թվականի փետրվարին հաղորդվել է, որ Հայաստանից, Բելառուսից, Գերմանիայից, Ղազախստանից, Ղրղզստանից և Շվեյցարիայից արդեն իսկ դրան միացված են 23 օտարերկրյա մասնակիցներ։

«Ըստ SWIFT-ի, պարզվել է, որ իրենք ևս հասկանում են իրավիճակի անհեթեթությունը. մենք կտուժենք, բայց նրանք նույնպես կտուժեն։ Եթե ​​ուզում են մեզ տանջվել, ապա միասին կտանջվենք, այսինքն դա արդարացված է։ Տեղեկություն կա, որ SWIFT-ի հարցը հետաձգվում է, թեև անհնարին ոչինչ չկա։ Մենք տեսնում ենք, որ նրանց որոշումները բավականին հաճախ են վերանայվում»,- ասել է նախարարը։ 2021 թվականի վերջից Արևմուտքը քննարկում է Ռուսաստանի դեմ կոշտ պատժամիջոցների կիրառումը, ներառյալ SWIFT-ից օգտվելու  դադարեցումը, եթե Ռուսաստանը ներխուժի Ուկրաինա:

Հունվարին գերմանական Handelsblatt թերթը, հղում անելով կառավարական աղբյուրներին, հայտնել է, որ Եվրոպան և Միացյալ Նահանգները փոխել են իրենց կարծիքը Ռուսաստանին SWIFT-ից անջատելու և դրանով իսկ նրան համաշխարհային ֆինանսական հոսքերից կտրելու մասին: Այս միջոցառման փոխարեն, ինչպես հաղորդում է հրատարակությունը, նոր պատժամիջոցների շրջանակներում զգալի տնտեսական տույժեր են նախապատրաստվում ռուսական խոշորագույն բանկերի նկատմամբ։ Պարբերականը նաև նշել է, որ Ռուսաստանի դուրս մնալը SWIFT համակարգից կարճաժամկետ հեռանկարում կհանգեցնի ֆինանսական շուկաների ապակայունացմանը, իսկ երկարաժամկետ հեռանկարում այլընտրանքային վճարային կառույցի ձևավորմանը, որում Արևմուտքն այլևս չի լինի և ի վիճակի չի լինի գերիշխել:

Փետրվարին Reuters-ը, հղում անելով ԱՄՆ-ի և եվրոպացի պաշտոնյաներին, հայտնել էր, որ ԱՄՆ-ն ու ԵՄ-ն ավարտում են Ռուսաստանի դեմ պատժամիջոցների փաթեթները, որոնք կկիրառվեն, եթե նա ներխուժի Ուկրաինա: Նշվել է, որ հնարավոր միջոցառումների ցանկում չի ներառվել SWIFT միջբանկային վճարային համակարգից երկրի անջատումը։
