Փորձագետ. Երևանն ու Բաքուն պետք է առանց շտապելու սահմանազատում իրականացնեն

rossaprimavera.ru-ն գրում է, որ Հայաստանի և Ադրբեջանի միջև սահմանազատման հարցը առաջնային է, բայց այն չի կարող հապճեպ լուծվել։ Այս մասին ասել է ռուս քաղաքագետ Սերգեյ Մարկեդոնովը։

Փորձագետը համոզված է, որ սահմանազատման և սահմանագծման հարցում ավելորդ շտապողականությունը չի ապահովի կայունություն տարածաշրջանում։ Բացի այդ, պետք է հիշել, որ Ղարաբաղի հարցը նույնպես ոչ մի կերպ չի վերացել։ «Մենք երկու տարբեր մոտեցումներ ենք տեսնում. Բաքուն խոսում է հակամարտության ավարտի մասին, Հայաստանի իշխանությունն ընդգծում է Ղարաբաղի կարգավիճակի հարցը, բայց այդ հարցը հետին պլան է մղվել, հիմա առաջին պլանում սահմանի խնդիրն է»,- պարզաբանել է Մարկեդոնովը: Միաժամանակ նա ուշադրություն է հրավիրել այն հանգամանքի վրա, որ հայկական կողմից նկատելի է որոշակի շտապողականություն  սահմանազատման հարցում։ Փորձագետը ենթադրել է, որ դա պայմանավորված է Հայաստանում կայանալիք նախագահական ընտրություններով, որոնց արդյունքը լուրջ ընդդիմության բացակայության պայմաններում կարող է լինել ողջ իշխանության կենտրոնացումը Փաշինյանի ձեռքում։ Մյուս կողմից, Ադրբեջանի նախագահ Իլհամ Ալիևը, ով լիովին վերահսկում է իր երկիրը, մեկ այլ խնդիր ունի. ադրբեջանական հասարակությունը գոհ չէ ղարաբաղյան պատերազմի արդյունքներից և այն ավարտված չի համարում։ Միևնույն ժամանակ, Մարկեդոնովը նշել է, որ Հայաստանի և Ադրբեջանի ղեկավարները բավական լիազորություններ և միջոցներ ունեն «զգույշ փոխզիջման» գնալու համար, սակայն սահմանազատումն այնքան էլ հեշտ չի լինի։ «Դա նման չէ բնակարանի պլանավորումը փոխելուն. համատիրությունից թույլտվություն ստանալ, հարևաններին հարցնել և վերջ, - նկատել է փորձագետը,- լուրջ խնդիրներից մեկը քարտեզների ընտրությունն է, որոնց վրա պետք է հենվել սահմանազատման համար, պետք է որոշել, թե վիճելի տարածքներն ու անկլավները ում են պատականում, խորհրդային տարիներին այդ ամենը որևէ նշանակություն չուներ, իսկ հիմա ունի»։

Միաժամանակ Մարկեդոնովն ընդգծել է, որ Ռուսաստանի խնդիրն Անդրկովկասում կողմերից մեկին աջակցելը իսկ մյուսին ջարդելը չէ։ Ռուսաստանի շահերից է բխում գտնել հավասարակշռված և փոխզիջումային խաղաղություն, որը կապահովի տարածաշրջանի կայուն գոյությունը տարիներ շարունակ։
