Ադրբեջանում սահմանափակում են լրագրողների գործունեությունը. Ալիևը նոր օրենք է ստորագրել

Ադրբեջանի նախագահը ստորագրել է օրենք, որը, փորձագետների կարծիքով, մեծապես կբարդացնի երկրում մնացած լրագրողների կյանքը։  Այս մասին, ինչպես հաղորդում է «Արմենպրես»-ը, հայտնում է BBC-ն: 

Այժմ լրագրողները պարտավոր են գրանցվել մեկ գրանցամատյանում, նշել իրենց տվյալները և չեն կարող ֆինանսավորում ստանալ արտասահմանից: 

Լրատվամիջոցների մասին նոր օրենքի համաձայն՝ Ադրբեջանում պետք է ստեղծվի զանգվածային լրատվության միջոցների միասնական ռեգիստր։ 

Որոշ հոդվածների համաձայն՝ բարձրագույն կրթություն չունեցողները, անաշխատունակները, նախկինում ծանր հանցագործությունների և «հասարակական բարոյականության դեմ ուղղված հանցագործությունների» համար դատապարտվածները չեն կարող գրանցվել, ստեղծել զանգվածային լրատվության միջոցներ և մասնակցություն ունենալ դրանց գործունեությանը։ 

Քաղաքական կուսակցությունները կարող են ստեղծել միայն տպագիր մամուլ, իսկ տեղական մամուլն իրավասու չէ օտարերկրյա ֆինանսավորում ստանալ։  Բացի այդ, լրատվամիջոցը միասնական ռեգիստրում գրանցվելիս գործադիր իշխանություններին պետք է տրամադրի հիմնադրի, խմբագրի և բոլոր լրագրողների հասցեները, անձը հաստատող փաստաթղթի համարները և կոնտակտները:

Ադրբեջանի լրագրողական համայնքի ներկայացուցիչներից շատերի կարծիքով` նոր օրենքը, թեև ուղղակիորեն չի մատնանշում բոլոր լրագրողների՝ գրանցամատյան մուտք գործելու պարտավորությունը, կարող է  նրանց վրա ճնշում գործադրելու պատրվակ դառնալ։ 

«Լրագրողների համար ռեգիստրում ընդգրկվելու համար շատ խիստ և անօրինական պահանջներ են կիրառվում՝ բարձրագույն կրթությունը, քրեական անցյալ չունենալը: Այսինքն՝ լրագրողին ներկայացվող պահանջները չափազանց բարձր են»,- նշել է մեդիա իրավունքի մասնագետ Ալեսքեր Մամեդլին:
