Ի՞նչ է կատարվում ՍԱՊԾ-ում. ո՞ւմ ձեռքում է կենտրոնանում մոնոպոլիան և ինչո՞ւ են դիմում նախագահին

«Ստանդարտ Դիալոգ» ՍՊԸ աշխատակազմը բաց նամակով դիմել է նախագահ Սերժ Սարգսյանին: Նամակում աշխատակազմի ներկայացուցիչները ներկայացրել են Հայաստանում լաբորատորիաների հետ կապված իրենց բողոքներն ու ընդգծել, որ կառավարությունը գրեթե անպատասխան է թողնում խնդրի հետ կապված ցանկացած հարցադրում և առաջարկություն:

Թեմայի շուրջ ԼՈւՐԵՐ.com-ի թղթակիցը զրուցեց ՍԱՊԾ Հանրապետական անասնաբուժական ու բուսասանիտարական լաբորատոր ծառայությունների կենտրոն ՊՈԱԿ-ի լաբորատոր գործունեության ու հասարակայնության հետ կապերի տնօրենի նախկին տեղեկալ Գեորգի Ավետիսյանի հետ:

Ավետիսյանի խոսքով՝ նամակը կարդալիս կարելի է գալ այն եզրակացության, որ, փաստորեն, պետք էր ազատվել մասնագետներից, բերել յուրայինների, որոնք բացարձակ տեղյակ չեն ոլորտից և նրանց միջոցով անել այն, ինչն այսօր անում են: «Ես կարող եմ սա պնդել այն իրականությունից ելնելով, որը հասարակությանը հասանելի դարձավ մամուլի միջոցով: Հանրապետական անասնաբուժական ու բուսասանիտարական լաբորատոր ծառայությունների կենտրոն ՊՈԱԿ-ը պետք է զսպող լինի ոլորտում այլ ծառայություններ իրականացնող լաբորատորիաներին, այլ ոչ թե դառնա մենաշնորհային՝ սպանելով մյուսներին»,- ընդգծեց Ավետիսյանը:

Ավետիսյանը նշեց՝ ինչպես գրված է նամակում, գումարներ են ծախսվում ոչ թե լաբորատոր զարգացման, այլ ինչ-որ ճոխությունների վրա. «Կարծում եմ սա բավականին լուրջ մեղադրանք է: Այո՛, պետք է լաբորատորիան աշխատի, բայց նաև պետք է խթանենք այլ լաբորատորիաների գործունեությունը: Ինչպես տարիներ շարունակ ասել եմ, Հանրապետական անասնաբուժական ու բուսասանիտարական լաբորատոր ծառայությունների կենտրոն ՊՈԱԿ-ը պետք է լինի ՍԱՊԾ-ի կազմից դուրս, որովհետև կա շահերի բախում և կա նմանատիպ մոտեցում, որը շատ սխալ է ու կործանարար պետության համար»,- հավելեց նա:

Մենք կապ հաստատեցինք նաև «Ստանդարտ Դիալոգ» ՍՊԸ-ի տնօրեն Արման Արարատյանի հետ: Վերջինս նշեց, որ բազմիցս են դիմել թե ՍԱՊԾ, թե կառավարություն, սակայն ապարդյուն. «Արդեն երրորդ ամիսն է՝ մենք ՍԱՊԾ-ին խնդրում ենք, ցույց ենք տալիս ուղղությունները, իրավական հիմնավորումները, որ իրենք իրավունք չունեն անել այն գործողությունները, որոնք իրականացնում են, սակայն ուշադրություն չեն դարձնում: Դիմում ենք վարչապետին, վերահսկողական ծառայություն, մի խոսքով՝ հերթով դիմել ենք բոլորին: Երբ զանգում-հարցնում ենք՝ ինչ եղավ նամակի պատասխանը, ասում են՝ մի տաս օրից կպատասխանենք: Այսինքն՝ այսպիսի անիմաստ կարուսելի մեջ դնելով մեզ մտահոգող խնդիրները ստիպեցին, որ ի վերջո դիմենք երկրի նախագահին»,- ասաց «Ստանդարտ Դիալոգ» ՍՊԸ-ի տնօրենը:

Մեզ հետ զրույցում ՀՀ ԳՆ ՍԱՊԾ պետի մամուլի քարտուղար Նվարդ Առաքելյանը նշեց, որ ծառայությունը կանդրադառնա խնդրին և պարզաբանումներ կտա:

«Մեծարգո՛ Նախագահ, Սննդամթերքի անվտանգության պետական ծառայության պետը, օգտագործելով պաշտոնեական դիրքը, փորձում է ստեղծել սննդամթերքի փորձաքննության մոնոպոլիա: Իր ենթակայությամբ գործող լաբորատորիային մենաշնորհային դիրքով ապահովելու համար՝նախ փորձաքննության հնարավորությունից ապօրինաբար փորձեց զրկել Երևանում գործող բոլոր անասնաբուժասանիտարական փորձաքննություն իրականացնող լաբորատորիաներին, իսկ այժմ, երբ գիտակցեց, որ օրենքի շրջանակներում չի կարողանում ապահովել իր լաբորատորիայի մենաշնորհային դիրքը` փորձում է նպատակին հասնել մյուս լաբորատորիաների սնանկացման հաշվին»:
