Սարգսյանը հեռանում է առանց բարեփոխական խոստումները կատարելու

vybor-naroda.org–ը գրում է, որ Հայաստանի նախագահ Արմեն Սարգսյանը հրաժարական է տվել քննադատելով երկրի սահմանադրությունը, որը նրան իր պաշտոնում իրական լիազորություններ չի տալիս։ Նրա հեռանալով երկրում չմնաց ոչ մի բարձրաստիճան պաշտոնյա, ով հավատարիմ չէ վարչապետ Նիկոլ Փաշինյանին և նշանակվել է դեռևս 2018 թվականի «թավշյա հեղափոխությունից» առաջ։

Նախագահ Արմեն Սարգսյանը հրաժարական տալու իր որոշումը  բացատրել է նրանով, որ չունի «արտաքին քաղաքականության, տնտեսական, ներդրումային քաղաքականության, սփյուռքի հետ հարաբերությունների վրա ազդեցության գործիքներ»։ Սարգսյանը այդ գործիքների բացակայության պատճառները կապել է գործող սահմանադրության հետ: Հիշեցնենք, որ այն ընդունվել է դեռ 2015 թվականին, իսկ 2020 թվականին պետք է լիներ սահմանադրական հերթական հանրաքվեն, որը չեղարկվել էր համաճարակի պատճառով։

Իհարկե, Սարգսյանը պաշտոնը ստանձնելիս գիտեր նախագահական ինստիտուտի անկատարության մասին։ Պաշտոնը ստանձնելու իր որոշումը նա բացատրել է նրանով, որ փորձել է «անել իրենից կախված ամեն ինչ ներքին պառակտման հետագա խորացումից խուսափելու համար»։ Ակնհայտ է, որ իր պաշտոնավարման 4 տարիների ընթացքում նա համոզվել է նման ջանքերի ապարդյունության մեջ։

Հիմա Սարգսյանի համար ողջամիտ հարց է ծագում. «Ի՞նչ կարգավիճակով է նա այժմ փորձելու ազդել ներքաղաքական կյանքի վրա»։ Ավելին, նա իր հայտարարության մեջ ուղղակիորեն խոսել է «զսպումների և հակակշիռների վրա հիմնված պետական ​​համակարգի ստեղծման» անհրաժեշտության մասին։

Եթե դա անելու է ​​որպես ընդդիմության մեկ այլ առաջնորդ, ապա դժվար թե դա մոտեցնի ազգային կոնսենսուսի ձեռքբերումը և միայն կմեծացնի հասարակության պառակտումը։ Կամ էլ Սարգսյանը մտադիր է ստեղծել որոշակի սահմանադրական հանձնաժողով, որը կզբաղվի քաղաքական բարեփոխումներով՝ 2020 թվականի չկայացած հանրաքվեն դեռ պետք է անցկացվի:
