Լաչինի միջանցքը վերահսկում են ռուս խաղաղապահները. Զախարովան՝ Ալիևի սպառնալիքների վերաբերյալ

Ադրբեջանա-ֆրանսիական հարաբերությունների վերաբերող հարցերը պետք է մեկնաբանեն այդ երկրների՝ Ադրբեջանի և Ֆրանսիայի ներկայացուցիչները: Այդ մասին ամենշաբաթյա ճեպազրույցի ընթացքում ասաց Ռուսաստանի արտաքին գործերի նախարարության պաշտոնական ներկայացուցիչ Մարիա Զախարովան՝ անդրադառնալով Ֆրանսիայի նախագահի թեկնածու Վալերի Պեկրեսի հասցեին Ադրբեջանի նախագահ Ալիևի հնչեցրած սպառնալիքներին:

Իլհամ Ալիևը հունվարի 12-ին տված հարցազրույցի ընթացքում խոսել էր սպառնացել էր ձերբակալել դեկտեմբերին Արցախ այցելած ֆրանսիացի գործչին՝ հայտարարելով, թե եթե իրենք իմանային, որ Պեկրեսը Լեռնային Ղարաբաղ է գնալու՝ «նրան բաց չէին թողնի»:

Լրագրողը հետաքրքրվեց՝ ինչպե՞ս են Մոսկվայում վերաբերվում Ադրբեջանի նախագահի այդ հայտարարությանը և առհասարակ տեխնիկապես և ֆիզիկապես դա հնարավո՞ր է ռուսական խաղաղապահ ուժերի պատասխանատվության գոտում:

Հարցին ի պատասխան Ռուսաստանի արտգործնախարարության խոսնակը հիշեցրեց Լեռնային Ղարաբաղում ռուս խաղաղապահների պատասխանատվության գոտում գտնվող տարածքներ այցելության վերաբերյալ կարգի մասին՝ Լեռնային Ղարաբաղում ռազմական գործողությունների դադարեցման մասին 2020 թ. նոյեմբերի 9-ին ընդունված Պուտին-Փաշինյան-Ալիև եռակողմ հայտարարության դրույթների համաձայն:

Ըստ ձեռք բերված համաձայնության՝ 2020-ի 44-օրյա պատերազմից հետո ռուսական խաղաղապահ զորամիավորման ուժերը տեղակայված են նաև Լաչինի միջանցքի երկայնքով: Ըստ նոյեմբերի 9-ի հայտարարության 6-րդ կետի՝ Լաչինի միջանցքը ռուս խաղաղապահների վերահսկողության տակ է, իսկ Ադրբեջանը երաշխավորում է Լաչինի միջանցքով քաղաքացիների, տրանսպորտային միջոցների, բեռնափոխադրումների երկկողմ տեղաշարժերի անվտանգությունը:

«Ռուսական խաղաղապահ զորամիավորման հրամանատարությունը սահմանել է խաղաղարար գործողության գոտի այցելությունների կարգը, այդ թվում՝ օտարերկրյա քաղաքացիների, միջազգային կազմակերպությունների, առաքելությունների աշխատակիցների և այլն։ Այդ ընթացակարգը քաջ հայտնի է ադրբեջանական և հայկական կողմերին: Մասնավորապես, ըստ այդ կարգի՝ պետք է նախապես և պատշաճ ծանուցել ռուս խաղաղապահներին այդպիսի այցերի վերաբերյալ: Սա կրկին մեր հիմնարար մոտեցումն է», - ընդգծեց Մարիա Զախարովան՝ հիշեցնելով եռակողմ հայտարարության դրույթները:

Ալիևի նշված հայտարարությունը դատապարտել էին ոչ միայն ֆրանսիական մամուլը և հասարակությունը, այլև Ֆրանսիայի արտաքին գործերի նախարար Ժան-Իվ Լը Դրիանը՝ հայտարարելով, որ Ադրբեջանի նախագահ Իլհամ Ալիևի հայտարարությունները Ֆրանսիայի Իլ դը Ֆրանս կենտրոնական շրջանի ղեկավար, Ֆրանսիայի նախագահական ընտրություններում առաջադրված թեկնածու Վալերի Պեկրեսի հասցեին անընդունելի են:
