«Սա ձեռառնոցի է․ Չկա ավելի անտրամաբանական բան, քան բացօթյա տարածքում, ռեստորանում ծխելն արգելելը». Աշոտ Բարսեղյան

Մարտի 15-ից հանրային սննդի օբյեկտներում, բաց և փակ տարածքներում արգելվելու է ծխախոտի օգտագործումը։

 «Ռեստորանների ասոցիացիա» ՀԿ-ի նախագահ Աշոտ Բարսեղյանն այս օրենքը որակեց անտրամաբանական։

«Սա անհիմն, անիրագործելի ու անտրամաբանական պոպուլիզմով համեմված օրենք է։ Սա ռեկորդակիր օրենք է իր անտրամաբանությամբ, պարզապես Առողջապահության նախկին նախարար Արսեն Թորոսյանը հաճոյացել է Առողջապահության համաշխարհային կազմակերպությանը, որովհետև աշխարհում չկա ավելի անտրամաբանական բան, քան բացօթյա տարածքում, ռեստորանում արգելել ծխելը։ Իրենք ուղղակի «մուռ» են հանում ռեստորաններից, և որոշ ռեստորանատերեր, որոնք այն ժամանակ ասոցիացիայի անդամ էին, նրանց թողտվության և լուռ համաձայնության պայմաններում մարտ ամսից մեծ վնաս է հասցվելու ամբողջ ինդուստրիային։ Կան բազմաթիվ ռեստորաններ, որոնք առհասարակ փակման եզրին են, սա շատ ավելի վտանգավոր իրավիճակ է ստեղծում ինդուստրիայի համար։ Այս օրենքը պարզապես անիրագործելի է։ Այս մարդիկ ինչպե՞ս են պատկերացնում, որ բացօթյա որևէ տարածքում ծխելն արգելեն, սա, այսպես ասած՝ ձեռառնոցի է»,- 168.am-ի հետ զրույցում նշեց Աշոտ Բարսեղյանը։

Նա կառավարության կողմից նման օրենքի ընդունումը համարում է պոպուլիստական՝ նշելով, որ Նիկոլ Փաշինյանի գովքն էլ այդ օրենքին՝ տեսարանն էլ ավելի զազրելի դարձրեց, հատկապես, երբ վերջինս երեխաներին կոչ էր անում՝ արգելեն մեծերին տանը ծխել։

«Կրկնում եմ՝ այս օրենքը Արսեն Թորոսյանի ռևերանսն էր Առողջապահության համաշխարհային կազմակերպությանը, նաև կան հայտնի ռեստորանատերեր, որոնց կառավարությանը հաճոյանալու պատասխանը մենք հիմա ստացանք այս օրենքի տեսքով։ Առհասարակ հակածխախոտային օրենքը խաղ է անում ՀՀ պետական բյուջեի 100 մլրդ դրամանոց ներհոսքի հետ, էլ չեմ խոսում ռեստորաններին առանձին հասցված վնասների մասին։ Այստեղ մենք մոտավորապես հաշվել ենք, որ ոլորտը 500 մլն դրամանոց կորուստ է ունենալու։ Հաշվի առնելով այն կորուստները, որոնք մենք ամեն օր ենք ունենում, սա ավելի ուժեղ հարված է ոլորտին։ Ստացվում է, որ կառավարության կողմից ռեստորանային ոլորտում խեղկատակություն է կատարվում, կառավարությունն իր բանուգործը թողած՝ ընկել է ռեստորանների հետևից»,- շեշտեց նա։
