Հայկական կողմը Թուրքիայի առջև երբեք նախապայմաններ չի դրել, այդ թվում` Ցեղասպանության ճանաչման, նախապայմաններ առաջադրողը միշտ եղել է Թուրքիան. Աշոտ Մելքոնյան

Թուրքիայի հետ հարաբերություններում երբևէ հայկական կողմից Ցեղասպանությունը ճանաչելու դիմաց հարաբերությունների կարգավորման նախապայման չի դրվել, որովհետև Հայաստանի անկախացումից հետո մեր մոտեցումը եղել է հետևյալը, որ մենք Թուրքիայի հետ պատրաստ ենք հարաբերությունները կարգավորելու առանց որևէ նախապայմանի։ Այս մասին Tert.am-ի հետ զրույցում ասաց ԳԱԱ պատմության ինստիտուտի տնօրեն, պատմաբան Աշոտ Մելքոնյանը։

«Մինչև անկախության հռչակումը, 1990 օգոստոսի 23-ի Անկախության հռչակագրում 11-րդ կետը վերաբերում էր Ցեղասպանությանը, որ Հայաստանի Հանրապետությունը հետամուտ է միջազգային մակարդակով Հայոց ցեղասպանության ճանաչման գործընթացին, բայց դա որպես Թուրքիայի հետ հարաբերությունների հաստատման նախապայման չի եղել։ Հակառակը, մոտեցումը եղել է հետևյալը` մենք երբևէ չենք հրաժարվում Ցեղասպանությունից, բայց դա որպես նախապայման չի եղել։ Նախապայմանները եղել են Թուրքիայի կողմից, որը միշտ պահանջել է, որ հայկական կողմը հրաժարվի Ցեղասպանությունից` պատճառաբանելով, թե դա պատմական խնդիր է և պետք է թողնել պատմաբանների դատին, նույնիսկ պատրաստակամություն են հայտնել պատմաբանների մակարդակով բանավեճ սկսելու»,- ասաց Մելքոնյանը։

Հարցին` հնարավոր է, որ Թուրքիան երբևէ փոխի մոտեցումը և այլևս չպահանջի հրաժարվել Ցեղասպանության միջազգային ճանաչումից, հաշվի առնելով, որ իշխանությունները պնդում են, որ այս հայ-թուրքական հարաբերությունների կարգավորման գործընթացում Թուրքիան նախապայմաններ չի առաջադրում, Մելքոնյանը նշեց.

«Խիստ կասկածում եմ, որ կարող է նման բան տեղի ունենալ, որ Թուրքիան մեզ հետ սկսի խոսել առանց որևէ նախապայմանների, առաջին հերթին նկատի ունենալով Ցեղասպանության հարցը։ Թուրքիայի նախապայմանները ոչ միայն մնացել են օրակարգում, այլև ավելացել են։ Ցեղասպանությանը և Արցախին վերաբերող նախապայմաններին ավելացել է «Զանգեզուրի միջանցքի» հարցը»։

Աշոտ Մելքոնյանը նաև նշեց, որ թուրքական դիվանագիտությունը բավականին խորամանկ է և սկզբնական շրջանում, ձևականորեն կարող են հանել Ցեղասպանության հարցի փակման նախապայմանը, բայց ժամանակի ընթացքում փորձելու են հայկական կողմին համոզել հրաժարվել այդ հարցի միջազգային ճանաչման պահանջից։
