Պետական մարմնին հարիր չէ խոսել «հաղթանակի» մասին ընդդեմ քաղաքացու. Ռոբերտ Հայրապետյան

Իրավաբան  Ռոբերտ Հայրապետյանը  ֆեյսուքյան  իր էջում գրել է.

««ՍԴ որոշումը առողջապահության նախարարության հաղթանակն է». այս մասին այսօր հայտարարել է ԱՆ իրավաբանական վարչության պետ Աննա Մկրտումյանը:
Երեկ այս գերատեսչությունը, ամենայն հավանականությամբ վերոնշյալ տիկնոջ մկրտությամբ, ՍԴ նիստից անմիջապես հետո հայտարարություն տարածեց որոշման վերաբերյալ: Նախարարությունն իր հայտարարությունը հրապարակել էր այնպիսի իմպերատիվությամբ, կարծես ՍԴ-ի կողմից պատվիրակվել էր իրականացնելու վերջինիս մամլո ծառայության պարտականությունները։

Ամենաքիչը աբսուրդ է պետական մարմնի իրավաբանական ստորաբաժանման ղեկավարի կողմից նմանաբովանդակ հայտարարությունը առնվազն 2 պատճառաբանությամբ.

1. Նախ բոլորս ծանոթ ենք բացառապես ՍԴ որոշման եզրափակիչ մասին, որը մի կերպ ընթերցեց ՍԴ նախագահ* Արման Դիլանյանը, և նվազագույնը ոչ պրոֆեսիոնալ է որոշման բովանդակությանն անտեղյակ լինելով ծավալատարածական մեկնաբանություններ տարածելը:

 

2. Պետական մարմնին հարիր չէ խոսել «հաղթանակի» մասին ընդդեմ քաղաքացու, քանի որ պետությունը չի կարող հաղթել ինքն իրեն մեկ այլ պետական կառույցում:
