ՀՀ ՊՆ և ԶՈՒ բարձրաստիճան սպաներ են կալանավորվել

ՀՀ զինվորական կենտրոնական դատախազության պետական շահերի պաշտպանության բաժնի կողմից իրականացված ուսումնասիրությունների արդյունքով հարուցված և ՀՀ քննչական կոմիտեի զինվորական քննչական գլխավոր վարչության հատկապես կարևոր գործերի քննության վարչությունում քննվող քրեական գործի շրջանակներում իրականացված մեծածավալ քննչական և այլ դատավարական գործողությունների արդյունքում պարզվել է, որ ՀՀ ՊՆ N զորամասի թիկունքի պետ-հրամանատարի թիկունքի և կոմունալ շահագործման ծառայության գծով տեղակալ, գնդապետ Ա.Կ.-ն 2021 թվականի հուլիս ամսին, նույն զորամասի իրային ծառայության պետ, փոխգնդապետ Տ.Պ-ի հետ նախնական համաձայնություն է ձեռք բերել հափշտակել նույն զորամասի հաշվեկշռում գտնվող զինվորական նշանակության N տեսակի 6 հատ չօգտագործված վրանները, հայտնում են ՀՀ քննչական կոմիտեից։

«Այդ նպատակով, Ա.Կ.-ն և Տ.Պ.-ն հիշյալ 6 վրանները հաշվառել են իբրև 2020 թվականի սեպտեմբերի 27-ից մինչև նոյեմբերի 9-ը Ադրբեջանի Հանրապետության կողմից սանձազերծված ագրեսիվ պատերազմի ընթացքում տեղի ունեցած մարտական գործողությունների արդյունքում անվերադարձ կորսված, արհեստականորեն առաջացրել են տվյալ ապրանքների ավելցուկ՝ այդ եղանակով հափշտակելով ընդհանուր 6.726.000 ՀՀ դրամ արժողությամբ վերոնշյալ վրանները։

Այնուհետև, Ա.Կ.-ն և Տ.Պ.-ն հանցավոր համաձայնություն են ձեռք բերել հափշտակված վրանները ՀՀ պաշտպանության նախարարությանը վաճառելու վերաբերյալ։ Իրենց հանցավոր մտադրությունն ավարտին հասցնելու նպատակով Ա.Կ.-ն իր հերթին նախնական համաձայնություն է ձեռք բերել ՀՀ ԶՈՒ գլխավոր շտաբի թիկունքի վարչության իրային ծառայության պետ, գնդապետ Ա.Թ.-ի հետ։ Բացի այդ, հափշտակված գույքը պաշտպանության նախարարությանը մատակարարելու վերաբերյալ Ա.Կ.-ն իր հերթին նախնական համաձայնություն է ձեռք բերել իր եղբոր՝ Է.Կ.-ի և վերջինիս ընկեր Կ.Ռ.-ի հետ։ Այդ նպատակով Կ.Ռ.-ն և Ա.Կ.-ն 2021 թվականի օգոստոսի 10-ին այցելել են ՀՀ ՊՆ վարչական համալիր, որտեղ հանդիպել են ՀՀ ԶՈՒ ԳՇ թիկունքի վարչության իրային ծառայության պետ Ա.Թ.-ին և վերջինիս հետ ձեռք բերել համապատասխան պայմանավորվածություն:

Գնդապետ Ա.Թ.-ն, հանդիսանալով պաշտոնատար անձ և պատասխանատու լինելով զինված ուժերի իրային ծառայության նյութական ունեցվածքի պաշարների կուտակման և պահպանության համար, խմբային շահերից ելնելով չարաշահել է իր պաշտոնեական դիրքը, որպիսի գործողություններն առաջացրել են նյութական ծանր հետևանքներ, այն է՝ օգտագործելով ՀՀ ՊՆ կարիքների համար N տեսակի վրանների ձեռքբերման անհրաժեշտությունը և տեղյակ լինելով Ա.Կ.-ի մոտ առկա վրանների՝ ՀՀ պաշտպանության նախարարությունից հափշտակված լինելու հանգամանքի մասին, նախաձեռնել է նշված թվով 6 վրանները ՀՀ պաշտպանության նախարարության կողմից ձեռքբերման գործընթաց, որի արդյունքում մինչև համապատասխան գնման պայմանագրի կնքելը, հափշտակված վրանները մատակարարվել են ՀՀ ՊՆ կենտրոնական իրային բազա, որից հետո, օգոստոսի 20-ին նոր միայն Կ.Ռ.-ի և ՀՀ պաշտպանության նախարարության միջև կնքվել է վրանների գնման վերաբերյալ պայմանագիր և կատարվել է վճարում։
