Ալեն Սիմոնյանը ՀԱՊԿԽՎ նախագահի պաշտոնում առաջադրել է Վյաչեսլավ Վոլոդինի թեկնածությունը

Նոյեմբերի 29-ին Մոսկվայում առցանց տեղի է ունեցել ՀԱՊԿԽՎ խորհրդի եւ ԽՎ-ի  14-րդ համատեղ լիագումար նիստը:

Նիստի օրակարգում է եղել «Հավաքական անվտանգության պայմանագրի կազմակերպության խորհրդարանական վեհաժողովի նախագահի ընտրության մասին» հարցը:

ՀԱՊԿ-ում նախագահող պետության խորհրդարանի ղեկավար, Հայաստանի Հանրապետության Ազգային ժողովի նախագահ Ալեն Սիմոնյանը, վարելով նիստը, ՀԱՊԿԽՎ-ի նախագահի թեկնածու է  առաջադրել ՌԴ Դաշնային ժողովի Պետական դումայի նախագահ Վյաչեսլավ Վոլոդինին: ՀՀ ԱԺ նախագահը նիստի մասնակիցներին հիշեցրել է, որ համաձայն «ՀԱՊԿ խորհրդարանական վեհաժողովի մասին » ժամանակավոր կանոնակարգի ՝ Նախագահին լիագումար նիստում խորհրդի անդամներից ընտրում է խորհրդարանական վեհաժողովը՝ երեք տարի ժամկետով:

Թեկնածուի առաջադրումից հետո Ալեն Սիմոնյանը քվեարկության է դրել Նախագահի ընտրության հարցը: Արդյունքում Վյաչեսլավ Վոլոդինը վերընտրվել է  ՀԱՊԿ խորհրդարանական վեհաժողովի նախագահ: ՀՀ ԱԺ նախագահը շնորհավորել  է գործընկերոջը՝ հետագա աշխատանքում մաղթելով հաջողություն:

ՀՀ ԱԺ նախագահը նաեւ ծավալուն ելույթ է ունեցել: Նա անդրադարձել է ժամանակակից աշխարհի միջազգային եւ ազգային անվտանգության խնդիրներին, ինչպես նաեւ՝ ընդլայնվող նոր մարտահրավերներին ու սպառնալիքների մասշտաբներին:

Ալեն Սիմոնյանի խոսքով՝ ՀԱՊԿ-ն առանցքային հարթակ է անվտանգության ապահովման համար՝ երաշխավորելու կազմակերպության անդամ պետությունների անվտանգությունը, ինքնիշխանությունը եւ տարածքային ամբողջականությունը:

Անդրադառնալով  2021 թվականի սեպտեմբերին Հայաստանի կողմից ՀԱՊԿ-ի նախագահության ստանձնմանը՝  նա շեշտել է, որ Հայաստանի նախագահության առաջնահերթությունները կենտրոնացած են Կազմակերպության ներուժի ընդլայնմանը՝ ի շահ հավաքական անվտանգության ապահովման զարգացման: Ալեն Սիմոնյանն ընդգծել է, որ նշվում է հիմնարար փաստաթղթի՝ Հավաքական անվտանգության պայմանագրի ստորագրման 30-ամյակը եւ ՀԱՊԿ-ի ստեղծման 20-ամյակը: ՀՀ ԱԺ նախագահն առաջարկել է ընդլայնել նաեւ համատեղ հայտարարություններ անելու պրակտիկան՝  թարմացնելով  ճգնաժամային իրավիճակներին արձագանքման մեխանիզմները: Խոսելով առաջնահերթություններից՝  Ալեն Սիմոնյանն առանձնացրել է ՀԱՊԿ պետությունների միջեւ ռազմական համագործակցության զարգացման անհրաժեշտությունը : Ելույթում անդրադարձ է եղել ահաբեկչության եւ ծայրահեղականության դեմ պայքարի արդյունավետության բարձրացմանը,  տեղեկատվական անվտանգության ապահովմանը եւ մի շարք այլ հարցերի: Ալեն Սիմոնյանը կարեւորել է  ՀԱՊԿ-ի խորհրդարանական հարթության հետագա ինստիտուցիոնալացման ուղղությամբ գործուն քայլերի ձեռնարկումը:

Նա մասնակիցներին տեղեկացրել է, որ Հայաստանի Հանրապետության Ազգային ժողովը հանդես է եկել խորհրդարանական վեհաժողովի 15-ամյակը նշելու եւ ՀԱՊԿ խորհրդարանական վեհաժողովի խորհրդի հոբելյանական նիստը Երեւանում անցկացնելու եւ մի շարք այլ  առաջարկներով:

ՀԱՊԿ ԽՎ խորհրդի նիստի օրակարգում են եղել նաեւ ՀԱՊԿ անդամ պետությունների ազգային օրենսդրությունների համապատասխանեցման եւ ներդաշնակեցման ուղղությամբ մշակված «Խաղաղապահ գործունեության եւ խաղաղապահ ուժերի մասին»եւ«Տեղեկատվական անվտանգության մասին » մոդելային օրենքների նախագծերը,  ինչպես նաեւ մոդելային օրենսդրական ակտերի մի շարք այլ նախագծեր:

Հավաքականան վտանգության պայմանագրի կազմակերպության գլխավոր քարտուղար Ստանիսլավ Զասը զեկուցել է ՀԱՊԿ Հավաքական անվտանգության խորհրդի որոշումների իրականացման աշխատանքների ընթացքի եւ կազմակերպության պատասխանատվության գոտում ռազմաքաղաքական իրավիճակի մասին:
