Տարասովի վերլուծությունը եռակողմ հանդիպման մասով

Սոչիում ՌԴ նախագահի նախաձեռնությամբ կայացած եռակողմ և երկկողմ հանդիպիմումների վերլուծություն է ներկայացրել կովկասագետ, «Ռեգնում» գործակալության խմբագիր Ստանիսլավ Տարասովը՝ նշելով, որ «երեքի գագաթնաժողովը» տևել է մոտ 3 ժամ, որի ավարտին կողմերը հայտնել են համատեղ հայտարարության ընդունման մասին:

 

Ըստ Տարասովի՝ հայտարարությունը մեծ չէ և վերաբերում է բացառապես 2020 թվականի նոյեմբերի 9-ի և 2021թվականի հունվարի 11-ի հայտարարությունների իրականացմանը գործնականում: Ի հայտ են եկել նաև նոր դիրքորոշումներ: Խոսքը Հայաստանի և Ադրբեջանի միջև պետական սահմանի սահմանազատման և դրան հաջորդող սահմանագծման հարցով երկկողմ հանձնաժողովի ստեղծման մասին է: Միևնույն ժամանակ ընդգծվել է «տարածաշրջանի տնտեսական պոտենցիալի բացահայտման նպատակով որոշակի նախագծերի շուտափույթ գործարկման անհրաժեշտությունը»:

«Եթե համեմատենք ներկայիս տեքստը 2020 թվականի նոյեմբերի 9-ի և 2021 թվականի հունվարի 11-ի փաստաթղթերի հետ, ապա նորարարություններ սկզբունքային բնույթում չեն արվել: Փորձ է արվել ամրագրել հին՝ արդեն իսկ ձեռք բերված պայմանավորվածությունը: Եվ դա ունի բացատրություն: Վերջերս Բաքվի և Երևանի միջև փոխհարաբերությունների համակարգում աստիճանական վատթարացում է տեղի ունենում: Խափանումներ են ի հայտ եկել փոխվարչապետերի մակարդակով հանձնաժողովի աշխատանքներում, ինչը փորձագետերը պայմանավորում են այսպես կոչված Զանգեզուրի միջանցքի շուրջ ստեղծված քննարկումներով: Բաքուն առաջ է քաշել նաև սահմանազատման խնդիրը, թեև այդ հարցում կարելի էր սպասել»,- նշում է քաղաքագետը:

 

Վերջինս նկատում է, որ անսպասելիորեն գործին է միացել Եվրոպական Միությունը: Եվրոպական խորհրդի նախագահ Շառլ Միշելը տեղեկացրել է, որ Հայաստանի և Ադրբեջանի ղեկավարները հանդիպելու են դեկտեմբերի 15-ին Բրյուսելում: Գործը հասել էր նրան, որ կարող էլ խափանվել պատերազմի ավարտի մեկամյակին նվիրված Պուտին-Ալիև-Փաշինյան եռակողմ հանդիպման անցկացումը:

Այնպես որ Մոսկվան ստիպված էր տեղավորվել այս բարդ գործընթացում՝ գոնե 2020-ի նոյեմբերի 9-ին ձեռք բերված դիրքորոշումներն ամրագրելու համար: Բացի այդ, Ռուսաստանը չի մերժել նաև բրյուսելյան բանակցային հարթակը:

Այս առումով ամերիկյան  National Interest պարբերականը գրում է, որ Բաքու-Երևան ձևաչափում հայկական կողմը Ղարաբաղյան երկրորդ պատերազմից հետո ավելի շատ է հակված բանակցությունների և դրանց անցկացման ձևաչափերի հարցում վերանայողական մոտեցման: Խոսվում է անգամ այն մտքի մասին, որ միջնորդություն պետք է իրականացվի մեկ այլ կողմի մասնակցությամբ, որն անմիջական շահ չունի հակամարտության մեջ, իսկ Ռուսաստանը, Թուրքիան և Իրանը թող հանդես գան որպես որոշումների երաշխավոր երկրներ: Կա տեսակետ, որ ԵՄ-ն կարող է ստանձնել միջնորդի և Լեռնային Ղարաբաղի հարցով խաղաղ համաժողովի կազմակերպչի դերը: Պատահական չէ, որ հայ փորձագետները քննարկում են Երևանի քաղաքականության տարբեր սցենարներ ԵԱՀԿ Մինսկի խմբի ձևաչափում:
