Ի՞նչ են դելիմիտացիան և դեմարկացիան

Դելիմիտացիա, դեմարկացիա՝ սահմանազատում և սահմանագծում, արցախյան պատերազմից և հատկապես մայիսին Հայաստանի տարածք ադրբեջանական ուժերի ներխուժումից հետո այս բառերը շատ են շրջանառվում։

Անընդհատ ասվում է, որ հայ - ադրբեջանական հարաբերությունների կարգավորումն առանց այդ գործընթացների հնարավոր չէ։

«Ազատությունն» անդրադարձել է դելիմիտացիա և դեմարկացիա տերմիններին, ինչո՞վ են իրարից տարբերվում, և ինչպե՞ս են Հայաստանն ու Ադրբեջանը պատկերացնում այդ գործընթացը։

Թե՛ բուն տերմինների, թե՛ դրանց հայերեն համարժեքների՝ սահմանազատման և սահմանագծման մասով անգամ պաշտոնական հայտարարությունների մեջ կատարյալ խառնաշփոթ է տիրում, դրանք օգտագործվում են ինչպես պատահի, հաճախ՝ մեկը մյուսի փոխարեն։

Բայց միջազգային կառույցների, օրինակ, ԵԱՀԿ -ի հրապարակած ուղեցույցում տրվում է դելիմիտացիային և դեմարկացիային վերաբերող հստակ բացատրություն։

Սահմանների դելիմիտացիան առաջին փուլն է։ Երկու երկրները հատուկ հանձնաժողով են ստեղծում, բանակցում և համաձայնության հասնելու դեպքում փաստաթղթի վրա նկարագրում են և քարտեզի վրա գծում, թե ինչպես են անցնելու իրենց սահմանները։ Դրա համար նրանք համադրում են տեղանքի վերաբերյալ իրենց արդեն իսկ ունեցած քարտեզներն ու ընտրում, թե դրանցից որոնք են ընդունվելու որպես հիմք։

Դելիմիտացիայի արդյունքներով արդեն իրականացվում է երկրորդ փուլը՝ դեմարկացիան, որը սահմանների տեղորոշումն է բուն տեղանքում` հատուկ սահմանային նշանների տեղադրումը: Այդ դեպքում ևս առանձին հանձնաժողով է կազմվում։

Պատկերավոր ասած՝ դելիմիտացիան սահմանների մասին պայմանավորվածությունն է թղթի վրա, իսկ դեմարկացիան արդեն տեղում փշալարը քաշելն է։
