Երբեմնի հայաբնակ Արծվաշենը` Բաշքենդ. հայացք ներսից հայ-ադրբեջանական բանակցություններին ընդառաջ

44-օրյա պատերազմից հետո հայ-ադրբեջանական սահմանագծման ու սահմանազատման թեմային զուգահեռ` օրակարգում հայտնվեց կողմերի միջև անկլավների փոխանակման հարցը: 90-ականների պատերազմից հետո Տավուշի մարզում ադրբեջանական 7 անկլավային (օտար պետության սահմանների մեջ գտնվող և այդ պետությանը չպատկանող տարածք-խմբ.) գյուղ է մնացել, Արարատի մարզում էլ Քյարքին՝ Տիգրանաշենը, իսկ ադրբեջանական կողմում մնացել է երբեմնի հայաբնակ Արծվաշենը, որ ժամանակին Գեղարքունիքի մարզի կազմում էր։

Արծվաշենը, որ ադրբեջանական զինուժի կողմից գրավվել է 1992-ին, Խորհրդային Հայաստանի բնակավայրերի ցուցակում հիշատակվում է որպես Բաշքենդ:

Չնայած գյուղում դեռ պահպանվել են հայերին պատկանող տները, այսօր արդեն ադրբեջանցիներով բնակեցված Բաշքենդը չորս կողմից ադրբեջանական գյուղերով է շրջապատված: Բաշքենդով է անցնում Ադրբեջանի Գեդեբեյ մարզի 28 գյուղ միավորող Շընըխ վարչական շրջան տանող ճանապարհը: Գյուղի մուտքի մոտ զինվորական անցակետ կա տեղակայված, այցելուների մուտք ու ելքը վերահսկվում է, լրագրողներին էլ թույլ չեն տալիս նկարահանել, քանի որ տարածքը ռազմավարական օբյեկտ է համարվում:

«Ազատություն» ռադիոկայանի ադրբեջանական ծառայությունը գյուղի բնակիչներից հետաքրքրվել է, թե ինչ են մտածում անկլավների փոխանակման մասին: Ադրբեջանցիները կողմ չեն, որ Բաշքենդը Հայաստանին վերադարձվի: Ասում են` եթե Բաշքենդը կորցնեն, այս շրջանի տասնյակ գյուղեր առանց ապրուստի կմնան:

Բաշքենդի բնակիչ Այդըն Թաղիևը ցորեն, կարտոֆիլ է մշակում, անասուններ պահում: Դյուզռեսուլլու գյուղում է գրանցված, սակայն գյուղին նայող բարձունքում հայկական զինվորական հենակետեր են տեղակայված, և տեղացիները չեն կարողանում հանգիստ զբաղվել իրենց առօրյա աշխատանքով: Բաշքենդում ավելի ապահով է:

Այդըն Թաղիևը մտահոգված է, թե ինչ կլինի, եթե հայերը վերադառնան. Բաշքենդով են անցնում շրջանի հաղորդակցության ուղիները, գազի, էլեկտրաէներգիայի մատակարարման գծերը:

Արծվաշենի գրավման օպերացիային մասնակցած Մութուդերե գյուղի բնակիչ Մեսիմ Քասըմովը պատմում է` մինչև 1988-ը հայերի հետ մտերիմ էին, սակայն պատերազմը սկսվելուց հետո, երբ նրա տունը այրվեց, հարաբերությունները սառեցին: Քասըմովը ևս հայերի վերադարձը խնդրահարույց է համարում: Հիշեցնելով, որ պատերազմի ժամանակ երկու կողմից էլ շատ զոհեր են եղել, նկատում է` ցավը մեծ է:

Անցած հունիսին Հայաստանի վարչապետ Նիկոլ Փաշինյանը նախընտրական քարոզարշավի ժամանակ հայտարարել էր, որ անկլավների հարցում հայկական կողմի դիրքորոշումն է ամեն ինչ թողնել` ինչպես կա:

«Հիմա ո՞րն է մեր պատկերացումը, ի՞նչ պետք է անենք։ Մենք կարծում ենք, որ կա անկլավների ընդհանուր տրամաբանություն, և անկլավների հետ կապված հարցերի միջազգային իրավունքով և պրակտիկայով սահմանված լուծման ձևեր կան, որ այն իրավիճակը, որն արձանագրված է, այդ իրավիճակը թողում են», - ասել էր նա` պարզաբանելով իր տեսակետը. «Որովհետև մենք էլ անկլավ ունենք, մենք էլ Արծվաշեն ունենք Ադրբեջանի տիրապետության տակ։ Մեր տրամաբանությունն այն է, որ այդ անկլավը պետք է փոխանակվի անկլավի հետ, և այն, ինչը իրենց հսկողության տակ է, մնա իրենց հսկողության տակ, այն, ինչը մեր հսկողության տակ է, մնա մեր հսկողության տակ»։

Հայկական և ադրբեջանական անկլավների ճակատագիրը դեռ անհայտ է: Պարզ չէ, թե արդյոք այդ գյուղերի փոխանակման հարցը ընդգրկվելու է Հայաստանի և Ադրբեջանի ղեկավարների բանակցային օրակարգում:
