Պարզվել են փողերի լվացման առերևույթ դրսևորումներ Ստեփանավան համայնքում

2021թ. սեպտեմբերի 13-ին ՀՀ քրեակայն օրենսգրքի 308-րդ հոդվածի 2-րդ մասով ՀՀ ՔԿ-ի Լոռու մարզային քննչական վարչությունում հարուցված քրեական գործի նախաքննությամբ փաստական տվյալներ են ստացվել այն մասին, որ ՀՀ Լոռու մարզի Ստեփանավանի նախկին քաղաքապետ Ս.Ղ.-ն 2004-ից 2012թթ. ընկած ժամանակահատվածում, առերևույթ չարաշահելով իր պաշտոնեական լիազորությունները, Ստեփանավան համայնքի վարչական տարածքում գտնվող, ՀՀ հողային օրենսգրքի 60-րդ հոդվածով նախատեսված դրույթների ուժով քաղաքացիներին և իրավաբանական անձանց սեփականության իրավունքով չփոխանցվող՝ զբոսայգի հանդիսացող ընդհանուր օգտագործման տարածքից, պետական սեփականության անտառից, ինչպես նաև քաղաքապետարանի հողատարածքներից տարանջատման միջոցով առանձնացրել է հողամասեր և ապօրինի կերպով օտարել տարբեր անձանց, այդ թվում՝ մորաքրոջ տղային և իր մասնակցությամբ հիմնադրված «Վերածնունդ» բարեգործական հիմնադրամին, վերջինիս կողմից ստեղծված ՍՊ ընկերությանը:

Քրեական գործի հետագա նախաքննությամբ փաստական տվյալներ են ձեռք բերվել այն մասին, որ Ստեփանավանի նախկին քաղաքապետ Ս.Ղ-ն գույքերի հանցավոր ծագումը թաքցնելու նպատակով վերոնշյալ ֆիզիկական և իրավաբանական անձանց անվամբ ձևականորեն գրանցված անշարժ գույքերից՝ հողամասերից ընդհանուր՝ 1,433 հա հողամասերը 2014 և 2017 թվականներին օտարման միջոցով փոխանցել է իր հետ համատեղ բնակվող որդիներին:

Նկատի ունենալով, որ դատախազական հոսկողության տիրույթում իր լիզորություններն իրականացնելիս հայտնաբերվել են հանցավոր ճանապարհով ստացված եկամուտներն օրինականացնելու (փողերի լվացման) առերևույթ հանցագործության հատկանիշների առկայության մասին տվյալներ՝ ՀՀ Լոռու մարզի դատախազի տեղակալի կողմից ՀՀ քրեական օրենսգրքի 190-րդ հոդվածի 2-րդ մասի 2-րդ կետով հարուցվել է քրեական գործ։

Քրեական գործի նյութերը նախաքննություն կատարելու հանձնարարությամբ Լոռու մարզի դատախազի կողմից ուղարկվել է Լոռու մարզային քննչական վարչություն։
