Բջջային հեռախոսը հիմնականում պետք է դառնա մարդու նույնականացման գործիք. Նիկոլ Փաշինյան (տեսանյութ)

Կառավարությունը այսօր հավանություն տվեց «Անկանխիկ գործառնությունների մասին» ՀՀ օրենքի, «Հայաստանի Հանրապետության քաղաքացիական օրենսգրքում» և հարակից մի շարք օրենքներում լրացումներ և փոփոխություններ կատարելու մասին ՀՀ օրենքների  նախագծերի փաթեթին: Օրինագծերի  նպատակն է նվազեցնել կանխիկ դրամաշրջանառությունը: Ըստ հիմնավորման,  սահմանափակումներ են դրվել նաև կանխիկ միջոցների  ծախսային և եկամտային մասերի վրա՝ հաշվի առնելով այն հանգամանքը, որ սահմանափակման պետք է ենթարկվեն հնարավոր խոշոր գործարքները: Ընդ որում՝ այդ սահմանափակումները կրում են աստիճանակարգային բնույթ: Մասնավորապես, նախագծով սահմանվել է, որ ՀՀ տարածքում անձանց միջև 2022 թ. հունվարի 1-ից ապրանքների (գույքի) օտարման, ապրանքների (գույքի) օգտագործման,  աշխատանքների կատարման և ծառայությունների մատուցման գործարքներում դրանց դիմաց վճարումը և վճարի ստացումը և այլ գործարքները իրականացվելու են անկանխիկ ձևով՝ աստիճանակարգված ձևով: Ինչպես ծախսային, այնպես էլ եկամտային մասում կանխիկի վրա սահմանափակում սահմանելիս հաշվի է առնվել Երևան քաղաքի և մարզերի միջև ոչ համաչափ զարգացվածության հանգամանքը: Այդ պատճառով անկանխիկ  վճարումների վերաբերյալ պահանջները դասակարգվել են ըստ վայրերի և սահմանվել են (Երևան, մարզկենտրոններ, այլ քաղաքային վայրեր) անկանխիկ վճարման պահանջի իրականացման տարբեր ժամկետներ:

«Անկանխիկ շրջանառության մեծացումն էականորեն մարդուն դարձնում է ավելի ընկալունակ թվային կառավարման, թվային բարեփոխումների նկատմամբ»,- հայտարարեց Նիկոլ Փաշինյանը՝ անդրադառնալով կանխիկի շրջանառության սահմանափակման վերաբերյալ որոշմանը:

«Մենք հիմնական 3 անելիք ունենք այս ոլորտում. առաջինը պետք է լրջորեն խթանենք Հայաստանում ժամանակաից չափանիշներին համապատասխանող նույնականացման քարտերի շրջանառումը: Երկրորդը՝ պետք է  էականորեն հեշտացնենք և հասանելի դարձնենք էլեկտրոնային ստորագրությունների կիրառումը, և երրորդը՝ պետք է այս երկու համակարգերը կապենք բջջային հեռախոսահամարի հետ: Եվ այս ամենը պետք է կապենք մարդու ֆինանսական գործունեության հետ: Այս ուղղություններով զարգացումը շատ կարևոր է, որպեսզի մարդը կարողանա բջջային հեռախոսով կատարել վճարումներ, ստանալ գումարներ, կնքել գործարքներ: Բջջային հեռախոսը հիմնականում պետք է դառնա մարդու նույնականացման գործիք՝ բացառությամբ որոշ դեպքերի, երբ դրա համար անհրաժեշտ կլինի միայն նույնականացման քարտ կամ անձնագիր»,- ասաց Նիկոլ Փաշինյանը:

Փաշինյանը նշեց նաև, որ օրենդրական նախաձեռնության ընդունումը  հարակից նպաստավոր արդյունքներ է ունենալու,  տնտեսության, կրթության, պետական կառավարման ոլորտներում ունենալու ենք բոլորովին այլ իրավիճակ: «Այս ամենն ասում եմ՝ ունենալով նախկին փորձը: Գիտեմ, պիտի հիմա ամենատարբեր փաստարկները բերեն, թե ինչքան կարևոր է կանխիկի շրջանառությունը չկրճատելը: Այո, այդպիսի փաստարկներ հնչելու են, ընդ որում՝ հղում է արվելու սոցիալապես ամենախոցելի խավերի շահերին, բայց մենք առավելագույնը կանենք: Նախ՝ սոցիալապես ամենախոցելի խավերի շահերին առավել արդյունավետ սպասարկման համար նույնպես թվայնացումը ընդհանուր առմամբ  չափազանց կարևոր է: Եկեք արձանագրենք՝ սա երկարատև քննարկումների արդյունքում կայացրած քաղաքական որոշում է, որը հերթական, բայց վերջին քայլը չէ: Մենք պետք է ամեն ինչ անենք Հայաստանի Հանրապետությունում կանխիկի շրջանառությունը նվազագույնի հասցնելու համար»,- ասաց նա:
