Փորձ է արվել Հայաստան ներմուծել կեղծ տվյալներով մեծ քանակությամբ հագուստ. ՊԵԿ (տեսանյութ)

ՀՀ պետական եկամուտների կոմիտեի հետաքննության և օպերատիվ հետախուզության վարչության աշխատակիցների կողմից բացահայտվել է տնտեսական գործունեության դեմ ուղղված հանցագործության հերթական դեպքը, տեղեկացնում է ՊԵԿ տեղեկատվության և հասարակայնության հետ կապերի բաժինը։

Օրերս վարչություն օպերատիվ տվյալներ են ստացվել, որ հարկման հիմք հանդիսացող փաստաթղթերում կեղծ տվյալներ ավելացնելու եղանակով կազմակերպվում  է ՌԴ-ից Հայաստանի Հանրապետություն ներմուծել մեծ քանակությամբ հագուստ։

Կոմիտեի հետաքննության և օպերատիվ հետախուզության վարչության աշխատակիցների կողմից մշակվել և ձեռնարկվել են լայնածավալ օպերատիվ-հետախուզական միջոցառումներ: Պարզվել է, որ ՀՀ  ռեզիդենտ բեռնափոխադրող ընկերության միջոցով  Հայաստանի տարածք է ներմուծվել շուրջ 6.5 տոննա քաշով չօգտագործված հագուստ, կոշիկ և բջջային հեռախոսի աքսեսուարներ, սակայն բեռն ուղեկցող փաստաթղթերում դրանք ներկայացվել են որպես օգտագործված ապրանքներ՝ էականորեն ցածր հաշիվ-ապրանքագրային արժեքով և ձևակերպվել են 30 տարբեր ֆիզիկական անձանց անունով:

Պարզվել է, որ հիշյալ ֆիզիկական անձինք չեն հանդիսացել ներմուծված բեռի իրական շահառուներ, այլ ապրանքները փաստացի պատկանել են Հայաստանում ձեռնարկատիրական գործունեություն իրականացնող հարկ վճարողների և բեռը տարբեր ֆիզիկական անձանց անվամբ ձևակերպելու միջոցով փորձ է կատարվել խուսափել հարկային հսկողությունից և հարկային պարտավորությունների վճարումից:

Առերևույթ հանցագործության դեպքի առթիվ ՊԵԿ հետաքննության և օպերատիվ հետախուզության վարչությունում հարուցվել է քրեական գործ Հայաստանի Հանրապետության քրեական օրենսգրքի համապատասխան հոդվածով։ Ներմուծված ապրանքն առգրավվել է:

ԵՏՄ անդամ պետություններից ապրանքներ ներմուծող հարկ վճարողներին ՊԵԿ –ը  հորդորում է բարեխղճորեն հայտարարագրել հարկման բազաները  և վճարել    հարկերը` Հարկային օրենսգրքով սահմանված կարգով, հակառակ դեպքում կիրականացվեն հարկային հսկողության միջոցառումներ: Կատարվում է հետաքննություն: Միջոցներ են ձեռնարկվում հանցավոր շղթայում ներգրավված անձանց շրջանակը պարզելու, ինչպես նաև պետությանը պատճառված վնասի վերջնական չափը հստակեցնելու ուղղությամբ։

Ծանուցում. ենթադրյալ հանցանքի համար կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով։
