Ես այս խոշորացման մեջ տեսնում եմ քաղաքական միտումներ. Գեղամասար համանքի ղեկավար

Քիչ առաջ ԱԺ-ում ավարտվեցին ՀՀ վարչատարածքային բաժանման մասին օրենքում փոփոխություններ կատարելու՝ համայնքների խոշորացման նախագծի վերաբերյալ լսումները:

«Ես այս խոշորացման մեջ տեսնում եմ քաղաքական միտումնավոր նպատակ, որը ոչ մեկը չի կարող ժխտել, քանի որ այն բոլորիս  է տեսանելի»,- լսումների ժամանակ հայտարարեց Գեղամասար համայնքի ղեկավար Հակոբ Ավետյանը և բացատրեց, որ այդ իրավիճակն առաջացել է այն ժամանակ, երբ խորհրդարանական ընտրություններում ինքը ունեցել է իր քաղաքական հայացքը և սատարել է «Հայաստան» դաշինքին:

Ավետյանը հավելեց, որ, տեսնելով սահմանային վերջին իրադարձությունները, ինքը իր տեսակետի մեջ ավելի է համոզվել և գտնում է, որ ճիշտ է արել:

Նա հայտնեց, որ Գեղամասար համայնքը խոշորացվել է 2017 թվականին համայնքի բնակիչների առաջարկի շնորհիվ և տեղեկացրեց, որ 4 տարիների ընթացքում այնտեղ բազմաթիվ խնդիրներ են լուծվել:

Ավետյանը հայտարարեց, որ խմելու ջրի գերխնդիրը բոլոր 18 բնակավայրերում գրեթե լուծել են և դրանց լուծման հունը համայնքը գտել է նախանշել առաջնահերթություններ՝ ունենալով մեծ հաջողություններ:

«Ես չեմ կարող հասկանալ այս քայլի նպատակը, որ Գեղամասար խոշորացված համայնքը կրկին խոշորացնում եք, երբ համայնքն իր կառավարման տարիներին կարողացել է բարձր արդյունքեր ցույց տալ»,- հայտնեց համայնքապետը:

Ներկայացնելով Գեղամասարի կրկնակի խոշորացման վտանգները՝ Ավետյանը հայտնեց, որ համայնքի 18 գյուղը 80 կմ սահմանային գիծ ունի Ադրբեջանի հետ, և այնտեղ առանձնահատուկ անվտանգային և այլ խնդիրներ կան, որոնց տիրապետելու համար նախ պետք է ապրել Կութում, Սոթքում և համայնքի մյուս գյուղերում:

Բանախոսը հայտնեց, որ կրկնակի խոշորացման հարցով ոչ մի քննարկում չի անցկացվել ոչ իր, ոչ էլ բնակիչների հետ, ինչը թույլ է տալիս կրկին ենթադրելու, որ որոշումն ունի քաղաքական նպատակ:

Հակոբ Ավետյանը, ներկայացնելով կրկնակի խոշորացման վտանգը, ասաց, որ Գեղամասար համայնքում ներգրավվելիս ի սկզբանե բոլոր բնակավայրերը հավասար զարգացվածություն են ունեցել, ինչը մրցակցություն է ապահովվել, իսկ այն կրկին խոշորացնելով ավելի խոշոր համայնքների հետ՝ տեղի բնակիչների համար անհարմարություն է առաջանում, որն արտագաղթի կդրդի, ինչն էլ առաջնային անվտանգության խնդիրներ կառաջացնի:

Իր խոսքի վերջում նա կոչ արեց չխոշորացնել Գեղամասար համայնքը:

Ընդհանուր առմամբ, համայնքների խոշորացման վերաբերյալ մեծ դժգոհություն կար խոշորացման ենթակա համայնքներում, ինչը փոխանցեցին տվյալ համայնքների ղեկավարները կամ համայնքների լիազոր ներկայացուցիչները:
