Որտեղից Սերժ Սարգսյանին տարեկան 500 միլիոն դոլար

Լրագիր\ «McKinsey-ի հետազոտության համաձայն՝ ՀՆԱ-ի կրկնապատկման համար Հայաստանի զարգացման նախագծերի մեջ պետք է 15 տարվա ընթացքում տարեկան ներդնել ավելի քան $500 մլն: Հիմա մենք կարող ենք միայն երազել դրա մասին»: Այդ խոսքը մեջբերում է դեռեւս 2016 թվականի հոկտեմբերին հրապարակված հարցազրույցից, որ Մեդիամաքս գործակալությանը տվել էր ռուսաստանցի հայ գործարար Ռուբեն Վարդանյանը:
Նրա հարցազրույցի այդ դրվագը հետաքրքիր է մայիսի 18-ին Հայաստանի Ազգային Ժողովում Սերժ Սարգսյանի ելույթի ֆոնին:
Սերժ Սարգսյանը, սահմանելով մինչեւ 2040 թվական Հայաստանի մակրոտնտեսական նպատակակետերը, հայտարարեց, որ մինչեւ 2040 թվականը նախատեսվում է քառապատկել եւ հնգապատկել Հայաստանի ՀՆԱ-ն, հասցնելով այն մինչեւ 60 միլիարդ դոլարի:
Այդպիսով, Ռուբեն Վարդանյանը նախորդ տարի հոկտեմբերին, հղում անելով հանրահայտ հետազոտական ընկերությանը՝ McKinsey-ին, արձանագրում էր, որ Հայաստանի ՀՆԱ-ն կրկնապատկելու համար պետք է 15 տարիների ընթացքում տարեկան կատարվի կես միլիարդ դոլարի ներդրում:
7 ամիս անց Սերժ Սարգսյանը հայտարարում է, որ 23 տարի անց քառապատկելու-հնգապատկելու է ՀՆԱ-ն: Թե ի՞նչ հետազոտության կամ հաշվարկի համաձայն, նա չի ասում: Չի ասում նաեւ, թե ինչ միջոցներով:
McKinsey-ի տվյալները դառնում են համեմատական ելակետ, եւ ստացվում է, որ Սերժ Սարգսյանն իր սահմանած ցուցանիշն ապահովելու համար առաջիկա 15 տարում առնվազն պետք է ապահովի տարեկան մոտ 1 միլիարդ դոլարի ներդրում:
Ու քանի դեռ կամ McKinsey-ին չի փոխել իր հաշվարկը, կամ Սերժ Սարգսյանը չի ներկայացրել McKinsey-ից տարբեր հաշվարկ, ստացվում է, որ հանրահայտ հետազոտական ընկերությունը դեռեւս Սերժ Սարգսյանի ելույթից յոթ ամիս առաջ «հերքել» է նրա ելույթում սահմանված ցուցանիշները:
Կամ Սերժ Սարգսյանը հիմնավորելու համար պետք է մատնանշի, թե որտեղից է ապահովելու տարեկան մոտ մեկ միլիարդ դոլարի ներդրումը: Ո՞րն է նրա հույսը:
