Կառավարության որոշումները մարդկանց աչքերին թոզ փչելու համա՞ր են. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Պարզվում է, որ ՀՀ կառավարության կողմից 2008–ի հունվարի 31–ին ընդունված N 82–Ն որոշման համաձայն հաստատվել է, թե կենդանիների որ հիվանդությունների դեպքում ֆերմերներն իրավունք ունեն պետության կողմից օժանդակություն ստանալ:

Որոշման մեջ ասվում է, որ այն տրամադրվում է անասնահամաճարակների հետևանքով գյուղատնտեսական կենդանիների անկումների և պարտադիր սպանդի դեպքում, եթե կենդանին վարակված է եղել կատաղություն, խոշոր եղջերավորների սպունգանման էնցեֆալոպաթիա, խոշոր և մանր եղջերավորների ժանտախտ, խոզերի, ձիերի աֆրիկյան ժանտախտ, մանր եղջերավորների Ռիֆտ հովտի տենդ, Նայրոբի, ձիերի խլնախտ, թռչունների գրիպ, սիբիրախտ հիվանդություններով:

Գյուղատնտեսության նախարարությունից «Փաստի» հարցին, թե՝ կառավարության այս որոշումն ընդունելուց հետո քանի դեպքի ժամանակ է անասնապահներին օժանդակություն տրամադրվել, ստացանք հետևյալ պատասխանը:

«ՀՀ Կառավարության 2008 թվականի հունվարի 31–ի N 82–Ն որոշման համաձայն, անասնահամաճարակների հետևանքով սեփականատիրոջը գյուղատնտեսական կենդանիների անկումների և հարկադիր սպանդի դեպքում օժանդակություն է ցուցաբերվել որոշման N 2 հավելվածով հաստատված կենդանիների վարակիչ հիվանդությունների ցանկին համապատասխան: ՀՀ կառավարության 2008 թվականի փետրվարի 7–ի N 84–Ն որոշմամբ 2007 թվականի ընթացքում խոզերի աֆրիկական ժանտախտ հիվանդության հետևանքով կրած վնասի դիմաց սեփականատերերին օժանդակություն է տրամադրվել հանձնաժողովի կողմից սահմանված կարգով և ժամկետում լիազոր մարմին կենդանիների անկումների վերաբերյալ ներկայացված ամփոփագրի (ակտի) հիման վրա: 2008 թվականից ի վեր ՀՀ կառավարության կողմից ՀՀ գյուղատնտեսության նախարարությանը վերոգրյալ նպատակով ֆինանսական միջոցներ չեն հատկացվել»:

Ստացվում է, որ կառավարության որոշումն ընդունվելուց մինչ օրս ընդամենը մեկ անգամ է նման օգնություն ցուցաբերվել: Մինչդեռ, այս ընթացքում քիչ չեն եղել դեպքերը, երբ գյուղացիների խնամքի տակ գտնվող կենդանիները կա՛մ գայլերի, կա՛մ այլ հիվանդություններով վարակվելու պատճառով հոշոտվել կամ ենթարկվել են պարտադիր սպանդի:

Ստացվում է, որ կառավարությունը չի զլանում միջազգային ստանդարտներին համապատասխանող գեղեցիկ ու բարի օրենքներ ընդունել, բայց դրանք ինչպես ընդունվում, այնպես էլ մնում են թղթի վրա: Այս դեպքում հարց է ծագում, թե ինչու են ընդհանրապես օրենքներ ու որոշումներ ընդունվում, եթե դրանք ոչ մեկին պետք չեն կամ դրանից որևէ մեկի հոգսը չի թեթևանալու:

Ստացվում է կառավարությունը ոչ թե զբաղված է մարդկանց մատից փուշ հանելով, այլ սեփական առանցքի շուրջը պտտվելով, որից առաջացած քամին ընդամենը թե՛ միջազգային կառույցների, թե՛ հասարակության աչքերին թոզ փչելու և ոչ թե՝ մարդկանց դարդին դարման անելու համար են ընդունվում:
