ՄԻՊ ներկայացուցիչները չհայտարարված այցեր են իրականացրել Արագածոտնի և Շիրակի մարզերի ազատությունից զրկման վայրեր

ՀՀ մարդու իրավունքների պաշտպանի աշխատակազմի Խոշտանգումների և վատ վերաբերմունքի կանխարգելման վարչությունը (Կանխարգելման ազգային մեխանիզմ) և կանխարգելման ազգային մեխանիզմի փորձագետները, Պաշտպանի որոշմամբ, 2021 թվականի հուլիսի 23-ին չհայտարարված մշտադիտարկման այցեր են իրականացրել Արագածոտնի և Շիրակի մարզերի ազատությունից զրկման վայրեր: Այս մասին հայտնում է ՄԻՊ աշխատակազմը:

Մասնավորապես, մշտադիտարկումների ընթացքում ուսումնասիրվել են Արագածոտնի և Շիրակի մարզերի առաջին ատյանի ընդհանուր իրավասության դատարանների (Աշտարակի, Ապարանի, Մարալիկի, Գյումրու նստավայրեր) ազատությունից զրկված անձանց ժամանակավոր պահելու համար նախատեսված խցերը, Ոստիկանության Արագածոտնի մարզային վարչության Թալինի, Շիրակի մարզային վարչության Արթիկի և Գյումրի քաղաքի Մուշի բաժինների ձերբակալվածների պահման վայրերը, ինչպես նաև Կումայրիի բաժնում տեղադրված տեսաձայնագրման համակարգերը:

Պաշտպանի ներկայացուցիչների կողմից ուսումնասիրության առարկա են դարձել ազատությունից զրկված անձանց պահման պայմանները, հաստատություններում սանիտարահիգիենիկ վիճակը, բժշկական օգնությանն առնչվող խնդիրները, մատյանների և բժշկական փաստաթղթերի պատշաճ վարումը, դեղերի և սննդամթերքի տրամադրման հարցերը, աշխատակիցների աշխատանքային պայմանները և այլն: Արձանագրված խնդիրները քննարկվել են հաստատությունների պատասխանատու աշխատակիցների հետ:
