Իշխանությունները ստում են, թե կոռուպցիան վերացել է

Հայաստանի կառավարությունը ստում է, թե կոռուպցիան վերացել է, ստում է տնտեսական բարձր ցուցանիշների վերաբերյալ։ Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանը 168 TV-ի հետ զրույցում մանրամասն անդրադարձել է կառավարության կեղծիքներին, փաստերով ապացուցել Նիկոլ Փաշինյանի ու նրա պաշտոնյաների ստերը։

«Կառավարության ամբողջ կազմը ստում է, թե կոռուպցիան վերացրել է. միգուցե որոշակիորեն վերացրել են ստորին օղակներում, բայց միևնույն է՝ կոռուպցիա կա։ Բերեմ նրանց կողմից կոռուպցիայի դասական օրինակներ. մեկ անձից գնումները, ոչ կոմպետենտ պաշտոնյաներին պաշտոնների նշանակելը, այն է՝ հովանավորչությունը, մի՞թե կոռուպցիա չէ։ Կոռուպցիայի դասական օրինակ էլ բերեմ՝ 24 միլիոն դրամի շրջանառությունը չգերազանցող տնտեսվարողին ազատել են հարկից, և հիմա խանութի տերը հարկային տեսուչի հետ կարող է գալ պայմանավորվածության, ՀԴՄ կտրոնները չխփել ու, միշտ մնալով 24 միլիոն դրամի շրջանառությունը չգերազանցող, հարկ չտալ, իսկ սա կոռուպցիայի դասական օրինակ է»,- ասել է Սարգսյանը։ Նաիրի Սարգսյանն արձանագրում է, թե գործող իշխանությունն ինքն է խոչընդոտում տնտեսության զարգացմանը։

«Ես ասում եմ, որ տնտեսության վիճակը ոչ թե վատ է, այլ՝ շատ վատ է։ Գաղտնիք չէ, որ երբ Կառավարությունը խոսում է ռեկորդային գրանցված աշխատատեղերի թվի մասին, շատ լավ գիտի, որ իրենք ոչ թե նոր աշխատատեղ են ստեղծել, այլ ստվերից են դուրս բերել. ստվերային դաշտում գործողներին սպիտակ դաշտ բերելը, այո՛, լավ է, բայց աշխատողը, այսպես թե այնպես, եկամուտ է ստանում։ Հիմա, նրան բերելով սպիտակ դաշտ, նա եկամտահարկ է վճարում, բայց նրա շահութահարկը նույն չափով պակասում է, հետևաբար՝ պետական բյուջեի վրա այս թվերից որևէ բան չի փոխում, հետևաբար՝ այս ամենը շոու է»,- ասաց Սարգսյանը։

Իսկ Հայաստանին առաջիկայում տնտեսական ավելի լուրջ խնդիրներ են սպասվում, քանի որ Նիկոլ Փաշինյանը չի խորշում հետապնդումներ իրականացնել բյուջե արտարժույթով եկամուտ բերող միակ գործարանի՝ Զանգեզուրի պղձնամոլիբդենային կոմբինատի դեմ։ Աուդիտորների միության նախագահի խոսքով, կոմբինատի աշխատանքի պարալիզացումը բերելու է երկրում դրամի անկայունացման, իսկ կոմբինատին հասցված տնտեսական վնասները կարող են բերել աշխատողների աշխատավարձերի կրճատման և հաստիքների կրճատման, իսկ դա էլ իր հերթին բերելու է Սյունիքից սյունեցիների արտագաղթի։

«Մարդկանց անվան հետ խաղում են, կամերաների տակ մասկի-շոու են ցուցադրում, խախտում անմեղության կանխավարկածը. բոլոր գործարանների դեպքում այդպես է եղել, բայց Զանգեզուրի կոմիբինատի հետ կապված վտանգները շատ սուր են, որովհետև երբ ասում են, որ պետք է պետականացնեն, ապա դրանով ներդրողին ուղերձ են հղում, որ նպատակ կա Զանգեզուրի կոմբինատը վերցնելու՝ խլելու,- նշել է Նաիրի Սարգսյանը»։
