Պետական պարտքը գերազանցում է 9 մլրդ դոլարը, անցել է ՀՆԱ-ի 65 տոկոսից, քաղաքական հայացքների համար «չագուճում» ե՞ք հանքարդյունաբերությունը և անցել եք բացահա՞յտ հարկային տեռորի. տնտեսագետը՝ իշխանությանը

Tert.am-ը հրապարակում է ՀՅԴ Բյուրոյի տնտեսական հետազոտությունների գրասենյակի ծրագրերի համակարգող, տնտեսագետ Թադևոս Ավետիսյանի «Իրողությունը բացահայտող հարցեր օրվա իշխանական խմբակին» վերտառությամբ հոդվածը:

Պղնձի և մոլիբդենի հանքանյութի արտահանման վրա պետական տուրք դնելը և շուրջ 200 միլիոն ԱՄՆ դոլարի չափով պետական բյուջեի եկամուտներն ավելացնելը «հիմնավորում»  եք եկամուտների արդար բաշխման, գերշահույթները առավել մեծ չափերով հարկելու և սոցիալական բազում նոր ծրագրեր իրականացնելու  անհրաժեշտությամբ։

Այսպիսով հարցերը․

1․ 2020 թվականի հունվարի 1-ից ինչու՞ վերացրեցիք հարկային համակարգի սոցիալական բաղադրիչը՝ եկամտահարկի պրոգրեսիվ հարկումը և նվազեցրիք շահութահարկի դրույքաչափը, եթե արդար բաշխման կողմնակիցն եք։

2․ Ինչու՞ այդպես էլ չներդրեցիք «շատից հարաբերականորեն շատ, քչից՝ քիչ» սկզբունքի հիման վրա գործող պրոգրեսիվ շահութահարկի համակարգ, եթե արդար բաշխման կողմնակիցն եք։

3․ Տնտեսության այլ ոլորտներում, որտեղ տնտեսվարողները ստանում են գերշահույթներ նաև նրա համար, որովհետև հանգրվանել են ձեր նախընտրական ցուցակում կամ քաղաքական խմբակում, ինչու՞ չեք ավելացնում հարկային բեռը, եթե արդար բաշխման և ժողովրդավարության կողմնակիցն եք։

4․ Պետական տուրք սահմանելու և պղնձի արդյունահանման ոլորտի հարկային բեռն էապես ավելացնելու օրինագծին զուգահեռ ինչու՞ չեք ներկայացրել սոցիալական և համայնքայի համաչափ զարգացման որևէ նոր ծրագիր, որը կֆինանսավորվի 200 միլիոն դոլարի չափով սպասվող բյուջեի լրացուցիչ մուտքերից, եթե մտածում եք ժողովրդի սոցիալական խնդիրների լուծման և կյանքի որակը բարելավելու մասին։

Փոխարենը արտահերթ ռեժիմով զուգահեռ ընդունում եք տրամագծորեն հակառակ օրինագիծ, որով ավելացնում եք ձեր փայ եկամուտներն՝ ամսական 200 հազար դրամի չափով։

5․ Էլ չե՞ք կարողանում ավելացնել պետական պարտքը և դրա միջոցով ընթացիկ պետական ծախսերի ֆինանսավորումը՝ թոշակ, նպաստ, պետական աշխատավարձ և ամենակարևորը՝ բարձրաստիճան ապիկարների պարգևատրումներ ․․․

Հիշեք՝ պետական պարտքն գերազանցում է 9 միլիարդ ԱՄՆ դոլարը, անցել է ՀՆԱ-ի 65 տոկոսից, երկիրը մտցրել եք պարտքային ճգնաժամի բարձր ռիսկի գոտի։
