Տնտեսական անկման պայմաններում պետական պաշտոնյաների համատարած պարգևատրումն անընդունելի է, պետք է նախ պաշտպանական ծախսերն ավելացնել. Աշոտ Մարկոսյան (տեսանյութ)

Պետք է հասկանալ՝ ի՞նչ է կատարվել մեր տնտեսության հետ համավարակի և պատերազմի հետևանքով, այս երկու գործոնների ազդեցությամբ ՀՆԱ-ն նվազել է 7.6 տոկոսով, սա շատ բարձր ցուցանիշ է և ազդեցություն կթողնի առաջիկա զարգացումների վրա. մեր տնտեսությունը սոցիալական ահռելի բեռի տակ է մտել, Արցախում տնտեսական հսկայածավալ ռեսուրսներ ենք կորցրել: «Արմնյուզ» ՀԸ «#ՕրաԽնդիր» հաղորդման ժամանակ նման կարծիք է հայտնել տնտեսագիտության դոկտոր, պրոֆեսոր Աշոտ Մարկոսյանը:

«Մեր սահմանները երկարեցին, հասան 700 կմ-ի, դա նշանակում է, որ հարևանների ռազմատենչ նկրտումների նկատմամբ մենք պետք է ունենանք լուրջ պետական վերաբերմունք։ Տնտեսագիտորեն՝ դա նշանակում է զգալի ծախսեր պաշտպանական ուղղությամբ։ Եթե մենք ռեսուրսներ ենք կորցրել, կորսվել է նաև հնարավոր եկամուտը։ Արցախի կորուստը մեր վիճակը բարդացնում է նրանով, որ մենք պետք է կարողանանք և՛ փոխհատուցել, և՛ վերականգնել այդ ամենը»,- ասել է տնտեսագետը:                                                                             

Ըստ Մարկոսյանի՝ Արցախի 36 ՀԷԿ-երից մեզ են մնացել ընդամենը երկուսը, բացի այդ՝ մի քանի տասնյակ հանքավայրեր, այդ թվում՝ Կաշենի հանքավայրը, ևս թողնվել է Ադրբեջանին. «Կենսամակարդակի հաշվարկման տեսանկյունից չի կարելի առաջնորդվել միայն անվանական աշխատավարձի բարձրացմամբ, դա միակողմանի ցուցանիշ է և ամենևին ցույց չի տալիս իրական եկամուտների փոփոխությունը։ Պետք է հասկանալ, թե այդ ընթացքում որքանով են փոխվել սպառողական գները, ինչպիսի հարկային համակարգ է գործում, և այլն։ Իրական պատկերն այն է, որ ՀՀ-ում կա տնտեսական աճ, բայց չկա զարգացում։ Դա կապված է նրա հետ, որ ստացված եկամուտների մեծ մասը հավասարաչափ չի բաժանվում հասարակության անդամների միջև»:

Պրոֆեսորի կարծիքով՝ ներդրումային միջավայրի ստեղծման համար կարևորագույնը համարժեք քաղաքական կայունության ապահովումն է. «Շատ կարևոր է ազգային անվտանգության ապահովումը, սահմանների ամրապնդումը, մարզերում տիրող իրավիճակը։ Կառավարության ծրագիրը պետք է լինի իրատեսական, չի կարելի այն գունազարդել, որոշ ժամանակ անց պարզ երևում է՝ խոստումները կատարվե՞լ են, թե՞ ոչ։ Համավարակը կամ պատերազմը վատ կառավարման համար չեն կարող արդարացում լինել։ Ի վերջո, ցանկացած կառավարություն նաև ռիսկեր է նախատեսում»:
