Ընտրողի կատարած քվեարկությունը պարզելու հավաստիացումները, հնարավոր սպառնալիքներն անհիմն են. չպետք է տրվել հոգեբանական ներգործությանը. ՀՀ գլխավոր դատախազություն

Քրեական կոնկրետ գործով ձեռք բերված տվյալների վերլուծությունը փաստում է, որ  ընտրողների հետ հանդիպումների ընթացքում առանձին անձինք պնդումներ են արել առ այն, որ առկա են համապետական ընտրություններին ոչ միայն քաղաքացիների մասնակցությունը, այլ նաև անձի կատարած քավեարկությունը պարզելու սոցիոլոգիական, ստատիստիկական  ինչ-որ մեխանիզմներ, ֆորմուլաներ, որոնց գործադրմամբ կարող են պարզել, թե առաջիկա  արտահերթ ընտրություններում ով ինչպես է քվեարկել: Այս մասին հայտնում են ՀՀ գլխավոր դատախազությունից:

Նկատի ունենալով, որ նման դրսևորումները կարող են տարածական լինել 2021թ. հունիսի 20-ին կայանալիք ՀՀ ԱԺ արտահերթ ընտրություններին ընդառաջ՝ հարկ ենք համարում տեղեկացնել, որ քվեարկության գաղտնիությունը ընտրելու իրավունք ունեցող անձի սահմանադրական իրավունքն է: Ցանկացած եղանակով այդ իրավունքի խախտումը, ցանկացած միջոցով ընտրողի քվեարկությունը պարզելուն, քվեարկության բացահայտմանը հարկադրելուն ուղղված գործողությունը քրեական հանցագործություն է, որի համար նախատեսված է պատիժ՝ ընդհուպ 5 տարի ժամկետով ազատազրկման ձևով:

Անհրաժեշտ է իմանալ, որ ընտրողի կողմից կատարվող քվեարկության կոնկրետ արդյունքը, ինչպես ընտրախցիկում գտնվելու ընթացքում, այնպես էլ դրանից հետո, հնարավոր չէ պարզել տեխնոլոգիական, մեթոդաբանական որևէ միջոցով: Բոլոր ընտրատեղամասերում իրականացվելու են վերահսկողական բոլոր անհրաժեշտ միջոցառումները նաև տեխնիկապես նման հնարավորությունը բացառելու համար:

Հետևաբար քվեարկության արդյունքը նմանատիպ միջոցներով բացահայտելու մասին հավաստիացումները, նախազգուշացումները սին են, հետապնդում են ընտրողներին վախ ներշնչելու, բարոյա-հոգեբանական ճնշումներ գործադրելու միջոցով նրանց՝ իրենց համար նախընտրելի քվերակությանը, ինչպես նաև կատարած քվեարկության վերաբերյալ ապացույցներ ներկայացնելուն հարկադրելու նպատակներ:

Ընտրությանը մասնակցել պատրաստվող քաղաքացիները կարող են լիարժեք վստահ լինել, որ իրենց քվեարկության գաղտնիությունը երաշխավորված է, իսկ որևէ ձևով այն խախտելու փորձ կատարողները ենթարկվելու են քրեական խիստ պատասխանատվության:
