Քարոզարշավների տարբերությունը

ԱՌԱՎՈՏ /

Որքան էլ ասվի, որ Երեւանի ավագանու ընտրությունները նույնպես քաղաքական են, որովհետեւ դրան մասնակցում են քաղաքական ուժերը (եւ դա, իհարկե, ճիշտ է), միեւնույն է՝ խորհրդարանական քարոզարշավը պետք է մարտավարական առումով տարբերվի ավագանու քարոզարշավից: Խորհրդարանական ընտրություններում թիրախը Սերժ Սարգսյանն էր (ի հեճուկս այն հանգամանքի, որ նա չէր առաջադրվել), եւ մեր քաղաքացիներից շատերի գնահատմամբ՝ նախագահի հասցեին վիրավորական արտահայտություններ անելը խիզախության եւ չափազանց ընդդիմադիր լինելու նշան է: ԱԺ ընտրարշավի ժամանակ ընդդիմադիր թեկնածուները գնում էին հեռուստաընկերություններ, իրենց ուզածն ասում էին եւ վերջում էլ հաճախ ավելացնում՝ «ի դեպ, մեզ մոտ բռնապետություն է, ու խոսքի ազատությունն ամենադաժան կերպով ճնշվում է»: Մեր հասարակական կազմակերպություններն էլ այդ ոգով զեկույցներ են գրում «Ֆրիդոմ հաուսին» ու մնացածներին եւ շատ ուրախանում այդ միջազգային կառույցների կոշտ գնահատականների վրա, որոնք իրենց համար հետագա գործունեության ասպարեզ են բացում: Երեւանի ավագանու ընտրարշավում նախ՝ բռնապետությունից չես բողոքի, իսկ երկրորդ՝ Տարոն Մարգարյանին վիրավորելը չի ընկալվում որպես հերոսություն: Երբ մարդիկ տեսնում են, որ 10-րդ կամ 20-րդ անգամ հնչած հայհոյանքը որեւէ արձագանքի չի արժանանում (ի դեպ, նույնկերպ վարվում էր նաեւ Անդրանիկ Մարգարյանը), նրանք սկսում են կասկածել՝ իսկ արդյո՞ք հայհոյելն այդքան վտանգավոր է: Մի խոսքով՝ ավագանու ընտրությունների պարագայում նույն սրությունը չի պահանջվում: Էլ չասած, որ երբ սկսում ես աջուձախ բոլորին «քլնգել», ապա մտնում ես այդ ոճի մեջ եւ ակամա հարվածում ես քո ընկերներին եւ քո բարին կամեցողներին: Բռնապետության եւ ժողովրդավարության խնդիրն այս ոճով գուցեեւ լուծվում է, բայց քաղաքային տրանսպորտի եւ վթարային շենքերի ամրացման հարցը, ենթադրում եմ, չի լուծվում: Այստեղ պետք է ավելի մանրակրկիտ, ավելի պրակտիկ մասնագիտական մոտեցում, որը հիմնված է հաշվարկների վրա: Քաղաքի տնտեսության պարագայում հնարավոր չէ պարզապես ասել՝ «ես ծանոթ շեյխ ունեմ, նա միլիարդներ կներդնի»: Որովհետեւ միլիարդներից առաջ (եթե դրանք նույնիսկ կան) պետք է իմանաս, թե ինչ տրանսպորտային համակարգ ես ուզում ստեղծել քաղաքում: Դա մի ամբողջ գիտություն է, որը խոր գիտելիքներ եւ ուսումնասիրություններ է պահանջում: …Չէ, քաղաքի ավագանու ընտրությունների պարագայում թարմ մոտեցումներ են անհրաժեշտ:
