Քանի դեռ քաղաքական ու անվտանգային խնդիրները լուծված չեն, տնտեսական ճհգնաժամից դուրս գալու մասին խոսելն ավելորդ է․ Կառլեն Խաչատրյան

Դեռևս 2020-ի դեկտեմբերից ակնհայտ էր, որ տնտեսությունը ճգնաժամային փուլում է, և այդ ճգնաժամը գնալով ավելի ու ավելի է խորանում․ այս մասին Tert.am-ի հետ զրույցում ասաց տնտեսագետ Կառլեն Խաչատրյանը՝ անդրադառնալով ՀՀ տնտեսական վիճակին։

Նրա խոսքով՝ պատերազմի հետևանքով բնակչության ու բիզնեսի սպասումներն էլ ավելի վատթարացան, քանի որ մեծացան թե՛ քաղաքական, թե՛ անվտանգային անորոշությունները։

«2020-ի առաջին 4 ամիսների ընթացում տնտեսությունում մենք տեսնում էինք ոչ միայն գնաճային լրջագույն ճնշումներ, այլև դրամի արժեզրկում, որը գնալով ահագնանում էր։ Առաջին երեք ամիսներին տնտեսական անկում ունեինք բոլոր ոլորտներում․ այսինքն՝ ակնհայտ է, որ մեր երկրի տնտեսությունը դեռևս ճգնաժամային իրավիճակում է, և որևէ նախանշան չկա այդ իրավիճակից դուրս գալու»,-ասաց նա։

Խաչատրյանի խոսքով՝ տնտեսությունում տիրող բացասական երևույթների երկու հիմնական պատճառ կա, որոնցից առաջինն անվտանգային բաղադրիչն է։

«Պատերազմից հետո ավելի քան 6 ամիս է անցել, և մինչ օրս անվտանգային խնդիրներն իրենց հանգուցալուծումը չեն գտել։ Վերջին մի քանի շաբաթվա ընթացքում Սյունիքում, Գեղարքունիքի մարզում տեղի ունեցող գործընթացները, թշնամու անարգել մուտքը ՀՀ սուվերեն տարածք, վկայում են այդ հանգամանքի մասին։ Իսկ քանի դեռ անվտանգային խնդիրները լուծված չեն, ներդրումների կամ տնտեսական աշխուժացման մասին խոսելն ավելորդ է»,-նշեց տնտեսագետը։

Ինչ վերաբերում է քաղաքական անկայունությանը, Խաչատրյանն ասաց՝ այն անորոշություն է մտցնում թե՛ բիզնեսի, թե՛ բնակչության համար՝ չտալով խոշոր գնումների, երկարաժամկետ պլանավորում անելու հնարավորություն։ «Քանի դեռ այս երկու խնդիրները լուծված չեն, տնտեսական ճհգնաժամից դուրս գալու, նաև՝ զարգացման մասին խոսելն ավելորդ է, միամիտ»,-նշեց նա։

Ինչ վերաբերում է այն հանգամանքին, որ ԱԺ արտահերթ ընտրությունների անցկացման համար միայն 630 մլն դրամ ծախսվելու է քվեաթերթիկների տպագրության համար, Խաչատրյանն արձագանքեց, թե թեև մեծ ծախսեր են նախատեսվում, բայց քաղաքական անկայունության խնդիրը դրանով գուցե լուծվի․ «Պետք է հուսալ, որ գոնե քաղաքական հանգուցալուծում կունենանք, և գոնե այդ բաղադիրիչի առումով կանխատեսելիություն կավելանա, ու, զուգահեռաբար, նոր քաղաքական իշխանությունը պետք է առաջին հերթին փորձի անվտանգային խնդիրները լուծել»,-ասաց նա։
