Պատերազմը կառավարվել է ապիկար և անշնորհք ձևով. իշխանությունը վաղ թե ուշ քննչական մարմիններին պատասխան է տալու իր արածի ու չարածի համար. Միքայել Համբարձումյան (տեսանյութ)

Պատերազմի ընթացքում ԱԱԾ-ն ժամը մեկ վարչապետին զեկուցել է ռազմաճակատային իրադրության օբյեկտիվ և լիարժեք պատկերը, պետք է հասկանալ՝ ինչո՞ւ նա իրավիճակից բխող որոշումներ չի կայացրել. եթե տեսնում էինք, որ պարտվում ենք, որևէ մեկը մեզ չէր աջակցում անգամ քաղաքականապես, ո՞ւմ վրա էինք հույս դնում, ինչո՞ւ էինք օր օրի խորացնում մեր կորուստները, ամեն օրը նոր զոհեր էր բերում, խուճապ էր սկսվել: «Արմնյուզ» ՀԸ «#ՕրաԽնդիր» հաղորդման ժամանակ նման կարծիք է հայտնել ՀՀ ԱԱԾ տնօրենի նախկին պաշտոնակատար Միքայել Համբարձումյանը:

«Մենք չենք ունեցել մի իրավիճակ, որը հաջողություն էր խոստանում, մեր վիճակն օրեցօր վատթարանում էր։ Եթե վարչապետը չի պատասխանում այդ հարցին, ուրեմն ընտրություններից հետո ձևավորվելիք օպերատիվ-քննչական խմբի ղեկավարը կասի՝ ո՞րն էր պատերազմը չդադարեցնելու պատճառը։ Եթե մենք խոսում ենք միտումնավորության մասին, դա պետական դավաճանություն է։ Պատերազմում պարտվել ենք ապիկարության, անշնորհքության, վատ կազմակերպվածության պատճառով»,- ասել է պահեստազորի գնդապետը:        

Ըստ Համբարձումյանի՝ վարչապետին և իր մերձավորներին չհաջողվեց քաղաքացիական կյանքը տեղափոխել ռազմական ռելսերի վրա, անել այնպես, որ պետությունը գործի միայն ռազմաճակատի համար. «Ասում էին՝ Շուշին հանձնվել է, քանի որ Ծառուկյանի կամ Վանեցյանի ջոկատները չեն կռվել։ Իսկ հյուսիսում կռվող 30 հազար զորքն ինչո՞ւ չտեղակայվեց այդ ուղղությամբ։ Չէ՞ որ քաղաքացիական անձանց մարտադաշտ նետելով՝ չես կարող հաղթել։ Գյուղապետերի կազմած ջոկատները չէին կարող բեկում մտցնել պատերազմի ընթացքի մեջ։ Կան հարցեր, որոնց պետք է պատասխանի միայն Օնիկ Գասպարյանը, նա է պատասխանատվություն կրում շատ բաների համար»:

«Մենք չենք ունեցել մի իրավիճակ, որը հաջողություն էր խոստանում, մեր վիճակն օրեցօր վատթարանում էր։ Եթե վարչապետը չի պատասխանում այդ հարցին, ուրեմն ընտրություններից հետո ձևավորվելիք օպերատիվ-քննչական խմբի ղեկավարը կասի՝ ո՞րն էր պատերազմը չդադարեցնելու պատճառը։ Եթե մենք խոսում ենք միտումնավորության մասին, դա պետական դավաճանություն է։ Պատերազմում պարտվել ենք ապիկարության, անշնորհքության, վատ կազմակերպվածության պատճառով»,- ասել է պահեստազորի գնդապետը:        

Ըստ Համբարձումյանի՝ վարչապետին և իր մերձավորներին չհաջողվեց քաղաքացիական կյանքը տեղափոխել ռազմական ռելսերի վրա, անել այնպես, որ պետությունը գործի միայն ռազմաճակատի համար. «Ասում էին՝ Շուշին հանձնվել է, քանի որ Ծառուկյանի կամ Վանեցյանի ջոկատները չեն կռվել։ Իսկ հյուսիսում կռվող 30 հազար զորքն ինչո՞ւ չտեղակայվեց այդ ուղղությամբ։ Չէ՞ որ քաղաքացիական անձանց մարտադաշտ նետելով՝ չես կարող հաղթել։ Գյուղապետերի կազմած ջոկատները չէին կարող բեկում մտցնել պատերազմի ընթացքի մեջ։ Կան հարցեր, որոնց պետք է պատասխանի միայն Օնիկ Գասպարյանը, նա է պատասխանատվություն կրում շատ բաների համար»:

Պաշտոնաթող սպայի կարծիքով՝ պատերազմի պատասխանատուն բանակն է, գեներալները պետք է ասեն՝ ինչո՞ւ մենք պարտվեցինք. «Վաղ թե ուշ՝ յուրաքանչյուր պաշտոնյա պետք է պատասխան տա իր արածի ու չարածի համար։ Եթե նույնիսկ հանրային հարցուպատասխանից խուսափում են, քննչական մարմիններին ստիպված կլինեն պատասխանել։ Մարդիկ Երևանից տարվում էին մարտադաշտ, անտերության էին մատնվում, նրանց դիմավորող չկար։ Պետք է վերլուծել այս պատերազմի յուրաքանչյուր օրը։ Անկումը շարունակական է եղել, սպասումն անպտուղ էր, ակնհայտ էր, որ գնում ենք պարտության։ Մենք վարչապետին չենք զեկուցել, թե լավ է լինելու, լավատեսության հույս կա»:
