ԴՆԹ նույնականացման գործընթացի մենաշնորհը տվել են առողջապահության նախարարության ՊՈԱԿ-ին, որն էլ հրատապ գնման արդյունքում գերշահույթ է ապահովել մատակարար ընկերության համար

ԴՆԹ նույնականացման գործընթացի մենաշնորհը տվել են առողջապահության նախարարության ՊՈԱԿ–ին, որն էլ իր հերթին հրատապ գնման արդյունքում գերշահույթ է ապահովել մատակարար ընկերության համար։ Այս մասին գրում է News. am-ը՝ ներկայացնելով մանրամասները:

Պետական գնումների համակարգում առկա տեղեկատվության համաձայն՝ ՀՀ ԱՆ «Դատաբժշկական Գիտագործնական Կենտրոն» ՊՈԱԿ-ը դեռևս նախորդ տարվա դեկտեմբերին ռազմական դրությամբ պայմանավորված ԴՆԹ նույնականացման փորձաքննությունների համար նախատեսված վերլուծիչ սարքերի և պարագաների հավաքածուի ձեռքբերման նպատակով մրցույթ էր հայտարարել, որին մասնակցել է երկու ընկերություն՝ լաբորատոր սարքավորումների և քիմիական նյութերի ներմուծմամբ և մատակարարմամբ զբաղվող «Մեդիսար» ՍՊԸ–ն և  լաբորատոր հետազոտություններով և բժշկական սարքավորումների տեխնիկական սպասարկմամբ զբաղվող «Պրոմ-Տեստ» ՍՊԸ-ն։ Վերջինիս հայտը մերժվել է, քանի որ ընկերության կողմից առաջարկվող մատակարարման ժամկետը չի համապատասխանել գնման կարիքներին։ Արդյունքում դեկտեմբերի 18–ին ՀՀ ԱՆ «Դատաբժշկական Գիտագործնական Կենտրոն» ՊՈԱԿ-ը 295,8 մլն դրամի պայմանագիր է կնքել «Մեդիսար» ՍՊԸ–ի հետ։ Ընկերությունը պարտավորվել է մինչև հունվարի 31–ը կատարել պայմանագրով նախատեսված գնումը։

NEWS.am-ի տեղեկություններով՝ հիշյալ մատակարարը ԴՆԹ նույնականացման փորձաքննությունների համար նախատեսված սարքավորումները ձեռք է բերել գիտության ոլորտում աշխարհի առաջատար «Թերմո Ֆիշեր (Thermo Fisher Scientific) ընկերությունից 2020 թվականի դեկտեմբերին։  Աղբյուրը, ներկայանալով որպես լաբորատոր սարքավորումների ոլորտի մատակարար, դեռևս երկու ամիս առաջ գրավոր հարցում էր ուղարկել հիշյալ ընկերությանը՝ խնդրելով տրամադրել պայմանագրում թվարկված 39 անուն ապրանքատեսակների գները։ Օրեր առաջ «Թերմո Ֆիշեր»–ի պաշտոնական ներկայացուցչից ստացվել է պատասխան, ըստ որի՝ 39  անուն սարքավորումների և լաբորատոր նյութերի հավաքածուի գնման համար ընկերությունն առաջարկել է 237,586 ԱՄՆ դոլար, որը համարժեք է 122,766 մլն դրամի։ Հաշվի առնելով պայմանագրով նախատեսված գնման համար պետության հատկացրած գումարի և աղբյուրին առաջարկված գնի միջև առկա զգալի տարբերությունը, փորձել են պարզել նաև Հայաստան ներմուծված ապրանքների մաքսային արժեքը։ Մասնավորապես, NEWS.am-ի տրամադրության տակ հայտնված մաքսային գործարքների մասին տեղեկատվության համաձայն՝ «Մեդիսար» ՍՊԸ–ն 2021թ. հունվարի 5–ին Վրաստանից ներմուծել է ԴՆԹ նույնականացման համար նախատեսված սարքավորումներ, որոնց ծագման երկիրը եղել է Չինաստանը և Սինգապուրը։
