ՀՀ վարորդական իրավունքի վկայականը ՌԴ-ում չի անցնելու. նոր խոչընդոտ

Ռուսաստանում երթեւեկության կանոնների փոփոխության արդյունքում նրանք, ովքեր ունեն օտարերկրյա վարորդական իրավունք, չեն կարող զբաղվել այնպիսի ձեռնարկատիրական գործունեությամբ, որն ուղակիորեն կապված է տրանսպորտային միջոց վարելու հետ: այս փոփոխությունները ուժի մեջ են մտնելու հուլիսի 1-ից: Այսինքն՝ օտարերկրյա, այդ թվում`ՀՀ վարորդական իրավունք ունեցող անձինք չեն կարող աշխատել որպես վարորդ: Նրանք Ռուսաստանի տարածքում վարորդ աշխատելու համար պետք է որակավորում ստանան Ռուսաստանի ճանապարհային երթեւկության անվտանգության պետական տեսչությունից՝ քննություն հանձնելով:

 

Հայտնի է, որ Հայաստանի քաղաքացիների մեծ մասը արտագնա աշխատանքի է մեկնել ՌԴ, որտեղ հիմնականում զբաղվում է տաքսի կամ հասարակական տրանսպորտ վարելով: Ռուսաստանում ամեն երրրորդ հասարակական տրանսպորտի կամ տաքսիի ղեկին կարող ենք տեսնել աշխատանքային միգրանտի: Հիմնականում նրանք Միջին Ասիայից են: Բայց այս ամենը շուրջ երկու ամսից փոփոխվելու է, քանի որ այս տարվա հուլիսի 1-ից ուժի մեջ են մտնելու «Ճանապարհային երթեւեկության անվտանգության մասին Դաշնային օրենքում» իրականացված փոփոխությունները: Ըստ այդմ, արգելվում է աշխատանքի ընդունել օտարերկյա վարորդական իրավունք ունեցող քաղաքացիներին: Նոր պայմանների համաձայն այս տարվա հուլիսի 1-ից օտարերկրացի քաղաքացիները իրավունք ունեն աշխատել որպես վարորդ միայն ռուսական վարորդական իրավունք ունենալու դեպքում` ըստ համապատասխան կարգերի: Նշենք, որ օտարերկրյա վարորդները ռուսական վարորդական իրավունք ձեռք բերելու համար նախեւառաջ պետք է դիմեն Ռուսաստանի ճանապարհային երթեւկության անվտանգության պետական տեսչություն:

Ի դեպ, այս օրենքը չի վերաբերվում այն քաղաքացիներին, որոնք իրենց անձնական ավտոմեքենաներից են օգտվում, այդ թվում են նաեւ զբոսաշրջիկները: Օրենքում կատարված փոփոխություններն առաջին հերթին տարածվում են այն քաղաքացիների վրա, որոնք համարվում են հասարակական տրանսպորտի եւ տաքսիների վարորդներ: Իսկ եթե գործատուն համարձակվի աշխատանքի վերցնել օտարերկրյա վարորդական իրավունք ունեցող քաղաքացու, ապա պետք է վճարի պետական տուգանք` 50 հազար ռուբլիի չափով: Այժմ միգրանտ-վարորդները, որոնք Ռուսաստանում աշխատում են որպես վարորդ, ունեն ընդամենը երկու ամիս ավտոդպրոց դիմելու, անհրաժեշտ քննությունները հանձնելու եւ ռուսական վարորդական իրավունք ստանալու համար: Բացի այդ՝ այս օրերին դիմելու դեպքում հնարավոր է, որ նրանք չկարողանան տեղավորվել ժամանակի մեջ, քանի որ Ռուսաստանի ճանապարհային երթեւկության անվտանգության պետական տեսչությունը հարցում է անելու տվյալ երկիր, որպեսզի ճշտի՝ արդյո՞ք քաղաքացին այնտեղ ստացել է վարորդական իրավունք, թե՞ ոչ:
