Forbs-ը հրապարակել է Ռուսաստանի 200 ամենահարուստ գործարարների ցանկը, որում կա 8 հայ: Նրանցից գրեթե բոլորի անունները հայաստանցիներին հայտնի են, թվարկելու կարիք երևի թե չկա: 6-ից չորսը միլիարդատերեր են: Այդ ամենն, իհարկե, Հայաստանի հանրությունն ընդունում է ուրախության և հպարտության զգացումով: Ոգևորիչ է ունենալ միլիարդատեր հայրենակիցներ, առավել ևս, որ նրանք անտարբեր չեն Հայաստանի հանդեպ, այստեղ կատարում են ներդրումներ, նաև՝ բարեգործություններ, մասնակցում են տարբեր համահայկական նախաձեռնությունների, զգալիորեն օժանդակում են Արցախին:

Սակայն հայազգի միլիոնատերերի կամ միլիարդատերերի պոտենցիալը թույլ է տալիս մտածելու ավելիի մասին, ընդ որում՝ ոչ միայն քանակի, այլ նախ և առաջ՝ որակի առումով: Այսինքն՝ հարցն այն է, թե համաշխարհային հայկական կապիտալը, մասնավորապես՝ Ռուսաստանի հայ մեծահարուստների կարողությունները որքանով են ծառայում Հայաստանի առջև կանգնած ռազմավարական նպատակների իրականացմանը կամ խնդիրների լուծմանը:

Բարեգործություններն ու ներդրումները, իհարկե, լավ են, իսկ Արցախում էլ կատարված յուրաքանչյուր օժանդակություն ինքնին արդեն ռազմավարական բնույթ ունի: Սակայն ակնհայտ է նաև, որ Հայաստանն ու հայությունը այսօր կարիք ունեն խոշորամասշտաբ ծրագրերի, որոնք կնպաստեն պետական և համազգային օրգանիզմի դիմադրողունակության բարձրացմանը, մրցունակության բարձրացմանը: Պետք չէ խոսել «հայկական աշխարհների» և այլնի մասին: Այդ խոսակցությունները այնքան են արժեզրկվել Հայաստանի պետական քաղաքականության արդյունքում, որ նույնիսկ լավ գաղափար լինելով հանդերձ՝ կորցրել են հանրային վստահելիությունը: Բայց խնդիրը մնում է, և հայկական կապիտալն իսկապես ափսոս է, քանի որ կարող է հեռանկարային առումով շատ ավելի արդյունավետ ու խոստումնալից ուղղություններով կիրառվել, քան այն ամենը, ինչ կա այսօր:

Խնդիրն այն է, որ այսօր կատարվող քայլերը ապագայի, հեռանկարային, երկարաժամկետ լինելու տեսանկյունից այնքան էլ խոստումնալից չեն, և ըստ էության կարելի է ասել, որ հայկական միլիարդները ընդամենը օրվա խնդիր են լուծում, կատարում են հրդեհ մարող փրփուրի դեր, մինչդեռ ունակ են ավելիին: Այստեղ, սակայն, խնդիրը ոչ այնքան այդ կապիտալի կրողներն են, ինչքան պետությունը կամ ավելի ճիշտ՝ իշխանությունը:

Իշխանությունը պետք է լինի հիմնական նախաձեռնողը և մշակի այն ազգային ու պետական առաջնահերթ ուղղությունները, որտեղ կա ռազմավարական, ինստիտուցիոնալ ներդրումների անհրաժեշտություն, որպեսզի դրանք հետագայում համաշխարհային մրցակցությունում վերածվեն արդեն հայկական ներուժի դրսևորման գործնական մեխանիզմների: Հայաստանի իշխանությունն այդ հարցում արտերկրի հայ միլիարդատերերի և միլիոնատերերի հետ կարծես թե բավական պասիվ հարաբերության մեջ է, փոխարենը ակտիվ է բոլոր այն հարցերում, որոնք ուղղված են Հայաստանի ներքին կյանքում իշխանության դիրքերի ամրապնդմանը և իշխող համակարգի վերարտադրությանը: Այդ իսկ պատճառով էլ ամեն ինչ արվում է, որպեսզի արտերկրի հայկական կապիտալը ոչ թե վերածվի ինստիտուցիոնալ ներդրումների, այլ լուծի ընդամենը ընթացիկ սոցիալական հարցեր:

Այլ կերպ ասած՝ համաշխարհային հայկական կապիտալը Հայաստանում հիմքեր փորելու փոխարեն՝ լցնում է ընդամենը առկա սոցիալական փոսերը՝ իշխող համակարգի հիմքերը պահելու համար: Թեև այստեղ, իհարկե, քիչ չէ նաև հենց այդ գործարարների պատասխանատվությունը, որոնք ի վերջո իրենք էլ պետք է հստակ պատկերացնեն և գնահատեն իրենց ներդրումների արժեքը ներկայի ու ապագայի տեսանկյունից՝ հաշվի առնելով նաև համաշխարհային տնտեսա-քաղաքական միտումները:
