Պետք է խելքի գալ և գործուն քայլեր ձեռնարկել, այլապես բնակչությունը կարտագաղթի և բիզնեսները կտեղափոխվեն

Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանը նախօրեին անդրադարձել է Հայաստանում գործող բիզնեսների արտերկիր տեղափոխելու բիզնեսմենների մտադրություններին։

Ըստ Տնտեսագետի, չնայած որ վիճակագրական տվյալներ դեռևս չկան, բայց ամեն ինչ խոսում է այն մասին, որ բիզնեսները երկրից տեղափոխելու մտադրությունները բազմաթիվ են։ Նաիրի Սարգսյանը նշել է այն չորս հիմնական բաղկացուցիչները, որոնք կարող են խթանել մեր երկրում տնտեսության զարգացմանը․ «Նախ ասեմ թե տնտեսությունը ինչից է կազմված՝ տնտեսությունը ունի չորս խաղացողներ, չորս ագենտներ, առաջինը՝ բնակչության տնային տնտեսություններն են, այսինքն հիմնական սպառողներն են, երկրորդը կազմակերպություններն են՝ տնտեսվարող սուբեկտները, ովքեր արտադրում են, այդ նույն բնակչությունը նաև աշխատավարձ է ստանում այս տնտեսվարող սուբեկտներից, երրորդը պետությունն է, որը հարկեր է վերցնում և գնումներն է կատարում և չորրորդը օտարերկրա հատվածն է, այսինքն ներմուծումներն, արտահանումները»։ 

Ըստ տնտեսագետի բնակչությունը տրամադրված է արտագաղթի, և նման մտադրություններ ունեն նաև բիզնեսմենները, ովքեր ցանկանում են իրենց բիզնեսը տեղափոխել արտերկիր, և այս պարագայում եթե տնտեսության հիմնական երկու խաղացողները լքեն երկիրը այդ դեպքում պետությունը ոչ սպառոկ կունենա ոչ էլ արտադրող։ 

«Եվ բնակչության տրամադրվածությունները միտված են արտագաղթին, այսինքն արտագաղթելու, մարդիկ չեն տեսնում անվտանգային կայունությունը, մարդիկ չեն տեսնում երկրի հարատևում ու հետագա զարգացումը, գերակշիռ մեծամասնությունը տրամադրված է արտագաղթին։ Նույնը կազմակերպությունները, բիզնեսները առաջնային անվտանգային ֆունդամենտալից ելնելով, մնացած հարկաբյուջետային կայունությունից, հետագա բիզնեսի կանխատեսելիությունից, երկրի հարավևման կանխատեսելիությունից ելնելով տրամադրված են բիզնեսը տեղափոխել։ Այսինքն մենք տնտեսության հիմնական մասնավոր խաղացողներին եթե անընդհատ մղում ենք դուրս պետությունն ինչ ֆունկցիա պետք է կատարի ոչ ունի սպառող ոչ ունի արտադրող, ումի՞ց է հարկը գանձելու, ո՞ւմ հետ է ինքը հարաբերվելու, ո՞ւմ նպատակներն է ինքը իրականացնելու և վիճակագրական տվյալները նույնիսկ եթե լինեին էլ ես կարծում եմ, որ այս պահի դրությամբ վաղ է ասել, բայց առաջիկա ժամանակահատվածում, երբ որ կբացվեն ճանապարհները, երբ որ մյուս պետությունները կբացեն իրենց տնտեսությունը ամբողջ ծավալով, ես վստահեցնում եմ, որ խելքի չգալու դեպքում և գործուն քայլեր չձեռնարկելու դեպքում և բնակչությունը կարտագաղթի և բիզնեսները կտեղափոխվեն այլ երկրներ»։
