Վարչապետի զայրույթը. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Ասում են կառավարության նիստում վարչապետը զայրացել է: Պատճառը «Արաքս» ՓԲԸ–ի օտարումն է: Պարզվում է, որ այս ընկերությունը գործում է արդեն 17 տարի, սակայն զբաղվում է ոչ մի բանով: Բավական հետաքրքիր զբաղմունք է, ի դեպ: Այս առումով իսկապես էլ տեղին է վարչապետի զայրույթը, սակայն մյուս կողմից արդյոք զայրանալով, երկրում իրավիճակ կփոխվի՞: Այս հարցի շուրջ թույլ տվեք չհամաձայնել, քանի որ եթե 15–20 տարի առաջ միայն վարչապետի զայրույթը բավական էր որոշակի գործողություն սկսելու համար, ներկայում իրավիճակը բոլորովին այլ է:

Տարիների ընթացքում հայաստանյան պետական կառավարման համակարգը դարձել է կուռ ու փակ կառույց, որտեղ կարգադրությունները, հանձնարարականներն ու վերադասի զայրույթն այլևս չեն կարող արմատական փոփոխությունների բերել, քանի որ հայաստանյան խնդիրների գերակշիռ մասը համակարգային է և գլոբալ: Նույն «Արաքս» ընկերության պարագայում թերևս ամեն ինչ կսահմանափակվի վարչապետի զայրույթով և ընկերության օտարմամբ, սակայն այդպես էլ հայտնի չի դառնա, թե ինչ իրական նպատակների համար է այն ստեղծվել, ինչ ֆինանսական ռեսուրսներ են «լվացվել» այս ընկերության միջոցով:

Սա բավական լուրջ խնդիր է, քանի որ մանրազնին ուսումնասիրության արդյունքում կարող են հայտնվել տասնյակ գուցե և հարյուրավոր նմանատիպ ընկերություններ, որոնք ստեղծվել են տարիներ առաջ և չեն գործում: Որպես կանոն այդօրինակ ընկերությունները ստեղծվում են մեկ կամ մի քանի գործարքի ու կոնկրետ նպատակի համար, որի իրականություն դառնալուց հետո այլևս կորցնում են պիտանիությունը:

Այս տեսանկյունից այսօրինակ ընկերությունների խնդիրը ոչ միայն մի քանի աշխատողի հաստիքն է, որոնք վճարվում են պետբյուջեից, այլ հենց այն բուն նպատակը, որի համար դրանք ստեղծվում են: Անշուշտ, կարևոր է նաև, որպեսզի նման հաստիքների վրա պետությունը միջոցներ չվատնի, սակայն այսուհանդերձ թերևս շատ ավելի էական է, բացահայտել այդ ընկերությունների բոլոր մութ գործարքները՝ առաջիկայում էլ տարատեսակ մեքենայություններ կամ գուցե և լայն մասշտաբի խարդախություններ թույլ չտալու համար:

Արդյոք վարչապետի զայրույթը բավարար է նման խնդիրներ վեր հանելու համար, թերևս ցույց կտա ժամանակը:
