Հացի շուկան խոշորացույցի տակ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Հաց և հացամթերք արտադրող տնտեսվարողներն արդեն գիտեն, որ մոտ ապագայում այլևս չեն կարողանալու իրեց կողմից արտադրված հացը բանանի կամ կոշիկի տուփերով խանութներ առաքել: Սննդամթերքի անվտանգության պետական ծառայությունը նրանց տեղեկացրել է նաև, որ այսուհետ հացն արտադրելուց հետո հարկավոր է այն նաև մակնշել ու փաթեթավորել, իսկ 2017 թ. հունվարի 2–ից ուժի մեջ մտած ԵԱՏՄ տեխնիկական կանոնակարգերի համաձայն՝ հացը նույնպես պետք է համապատասխանության հայտարարագրում ունենա:

ՍԱՊԾ–ն տնտեսվարողներին տեղեկացրել է նաև, որ առաջիկայում կսահմանվեն, թե սննդամթերք տեղափոխող փոխադրամիջոցների բեռնարկղերին ինչ չափորոշիչների պետք է բավարարեն և փաթեթավորումն ինչ նյութերով պետք է իրականացվի: Օրենքով պահանջներ կդրվեն նաև հաց առաքող անձանց մասով: Տնտեսվարողներն արդեն գիտեն նաև, որ շուտով հացի ու հացամթերքի արտադրության համար անհրաժեշտ հումք և օժանդակ նյութեր՝ խմորիչներ, բարելավիչներ, սննդային հավելումներ և այլ բաղադրիչներ ձեռք բերելիս պետք է իրենց մոտ դրանց անվտանգությունը հավաստող փաստաթուղթ էլ ունենան:

ՍԱՊԾ պետի մամուլի քարտուղար Նվարդ Առաքելյանը «Փաստին» տեղեկացրեց, որ կառույցի կողմից կազմակերպած իրազեկման աշխատանքներն այս պահին մոտենում են ավարտին, սակայն դժվարացավ ասել, թե սպառողը երբ կկարողանա պատշաճ մակնշված և փաթեթավորված հաց գնել խանութից:

«Ծառայությունն արդեն տևական ժամանակ է այդ ուղղությամբ իրազեկման աշխատանքներ է իրականացնում: Բոլորիս համար հասկանալի է, որ խնդիրը հասարակության լայն շերտերի է առնչվում, բայց անցումը պետք է կատարվի սահուն, տնտեսվարողին մաքսիմալ տեղեկացնելով և ժամանակ տալով, որպեսզի խնդիրը կարգավորվի»,– ասաց ՍԱՊԾ պետի մամուլի քարտուղար Նվարդ Առաքելյանը:

Առաջին հերթին խոշորացույցի տակ կհայտնվեն ամենառիսկայինը համարվող հաց–հացամթերքի և թարմ մսի շուկաները, որի ժամանակացույցը կհաստատվի առաջիկայում: Դրանից բացի կլուծվի նաև ոլորտի պահանջներին վերաբերող իրավական կարգավորումների հարցը:

Պարզ է, որ օրենքը ուժի մեջ մտնելուց հետո հաց արտադրողները ստիպված կլինեն լրացուցիչ ներդրումներ կատարել: Իսկ հետագայում չի բացառվում, որ այդ ծախսերը հետ բերելու համար հացն ավելի թանկ գնով սկսեն վաճառել: Ն. Առաքելյանն այս առիթով նշեց, որ թեև ՍԱՊԾ–ն հացի գնի վերահսկման ֆունկցիա չունի, սակայն նախկինի փորձը ցույց է տալիս, որ բարեխիղճ տնտեսվարողները հիմնականում նման քայլերի չեն գնում: Ընդհակառակը, ամեն ինչ անում են, որպեսզի սպառողը չտուժի:

«Մեր գնահատականով պետք է, որ այն գնային մեծ տատանում չառաջացնի, իսկ մնացածը հետագայում կերևա: Բայց փորձը ցույց է տալիս, որ եթե տնտեսվարողները գերշահույթ ստանալու հետևից չեն ընկնում, ապա նման ներդրումների պատճառով ապրանքի գնի առանձնապես մեծ տատանում չի լինում: Բայց մենք նաև հնարավորություն ենք տալիս, որ փոփոխություններն աստիճանաբար կատարվեն, որպեսզի այդ ծախսերի պատճառով տնտեսվարողների մոտ լարվածություն չառաջանա»,– ասաց Ն. Առաքելյանը:

Փաստորեն, հույս կա, որ ընդամենը մեկ–երկու ամիս անց, սպառողն արդեն կտեսնի, թե ինչպես է հացն ու միսը գրագետ տեղափոխվում, բայց դրա հետևանքով ի՞նչ գնային դեֆորմացիաներ կլինեն, պարզ կդառնա առաջիկայում:
