Ինչ առաջադրանք է ստացել Արցախի նախագահը Մոսկվայից

Արցախի գործող նախագահ Արայիկ Հարությունյանը Մոսկվայից վերադառնալուց հետո հանդիպել է Արցախում գործող հասարակական կազմակերպությունների ներկայացուցիչների հետ եւ կրկնել իր նախորդ հայտարարությունները պատերազմի տարբեր հանգամանքների ու այն կանգնեցնելու մասին:

 

«Հակառակորդը գտնվում էր Ստեփանակերտից մինչեւ մի քանի հարյուր մետրից մի քանի կիլոմետր այն կողմ եւ պաշտպանական դիրք չունեինք, համարյա պաշտպանող չկար, Շոշի ուղղությամբ համարյա պաշտպանող չկար, վերջին խումբը Վանքի գումարտակն է եղել, որն արդեն համարյա ամբողջությամբ թողել էր դիրքերը», մասնավորապես ասել է նա: Ավելի վաղ նա ակնարկել էր նաեւ, որ օգնություն չի ուղարկվում, որ Շուշին պաշտպանող չկար եւ այլն:

 

Արայիկ Հարությունյանը հրադադարից հետո ամեն կերպ փորձում է իրենից գցել պատասխանատվությունը ՀՀ ղեկավարության, բանակի, աշխարհազորի վրա, եւ այդպես շարունակ: Նրա հայտնած տեղեկություններն էլ ենթարկված են այս տրամաբանությանը: Իրականության մեջ, Շուշին ու Ստեփանակերտը պաշտպանողների պակաս չի եղել, այլապես որտեղից այդքան մեծ զոհերն ու հրադադարի հայտարարումից հետո Ստեփանակերտի փողոցներում հազարավոր զինվորականների առկայությունը:

 

Զինվորի պակաս չի եղել, եղել է կազմակերպման խնդիր, որտեղ առաջնային պատասխանատվությունը կրում է երկրի նախագահը։

Սակայն, Արայիկ Հարությունյանի այս հայտարարությունները միայն անձնական պատասխանատվության հարթությունում չպետք է դիտարկել։ Պարբերաբար մոսկովյան այցերից հետո Արցախի գործող նախագահի հերթական «դոզան» անկասկած կապված է Ղարաբաղի շուրջ միջազգային զարգացումների հետ։ Հիշվում է՝ նա խուսափեց Մինսկի խմբի ամերիկացի ու ֆրանսիացի համանախագահների հետ հանդիպումից, թեեւ հենց այդ նպատակով ժամանել էր Երեւան։ Այդ այցին չէր մասնակցել ռուս համանախագահը, եւ Արայիկ Հարությունյանի դեմարշն այդպիսով հավելյալ իմաստ էր ստանում։

Մոսկվայի նպատակներն Արցախում ու կարգավորման գործընթացի շրջանակում պարզորոշ արտահայտված են ՌԴ պաշտոնական մակարդակում․ պետական ինստիտուտների, պաշտպանության բանակի չեզոքացում եւ կարգավիճակի բացառում, Մինսկի խմբի համանախագահության լուծարում՝ դրանից բխող հետեւանքներով։ Ստեփանակերտի մուտքին հայկական դրոշները փոխարինվել են ռուսականով, արտասահմանցի լրագրողներին ռուսները թույլատրում են մտնել Արցախ միայն Բաքվի հավատարմագրմամբ։

Արայիկ Հարությունյանն այս քաղաքականության պրովայդերն է ու անհրաժեշտության դեպքում՝ լեգիտիմացնողը՝ ի նպաստ Արեւմուտքի նախաձեռնությունների, մասնավորապես կարգավիճակի, դեօկուպացիայի, ռազմական հանցագործությունների հետաքննության, տեղահանվածների վերադարձի չեզոքացման Մոսկովյան ձգտումներին։ Դրա հետ է կապված պատերազմի հանգամանքների ռուսական վարկածի քարոզչությունն Արայիկ Հարությունյանի կողմից՝ Մոսկվայի քաղաքականությունն արդարացնելու նպատակով։ Բանն այն է, որ Արեւմուտքի հնարավոր նախաձեռնությունների պարագայում Մոսկվան կրելու է պատերազմի ու դրա հետեւանքների ուղիղ պատասխանատվությունը։

Այս առումով, Արայիկ Հարությունյանի գործունեությունը տեղավորվում է դասական կոլաբորացիոնիզմի տրամաբանության մեջ։
